The government of the Russian Federation did not support the abolition of vehicle tax


MOSCOW, February 9. The government of the Russian Federation has not supported the bill to abolish the transport tax, introduced in the state Duma deputies from the LDPR Yaroslav Nilov, Igor Lebedev and Alexander Smirnov.

Background

Vehicle tax – type charges levied on owners of registered vehicles depending on the transport capacity in horsepower.

“The complete abolition of vehicle tax will result in falling revenues of regional budgets in the calculation for 2016 in the amount to 146.2 billion rubles. However, the sources of compensation of a shortfall in income of road funds of subjects of Federation is not defined. Therefore, the government of the Russian Federation does not support the bill in the present edition,” – said in the conclusion, published on the website of the Cabinet.

Transport tax along with excise taxes on petroleum products is one of the sources of formation of road funds of constituent entities of the Russian Federation.

Development of proposals

On 6 January the President of Russia Vladimir Putin instructed the government to develop several proposals concerning the abolition of the vehicle tax for vehicles with permissible weight over 12 tons.

So, the government needs to 1 April 2016 “to submit proposals for exemption from payment of vehicle tax owners of vehicles with permissible maximum mass exceeding 12 tonnes, which in accordance with the legislation of the Russian Federation will be charged on account of compensation of harm caused by roads of General use of Federal value of such vehicles,” according to published on the official website of the Kremlin the list of instructions based on the results of a large press conference on December 17.

In addition to the Cabinet of Ministers is tasked to undertake, together with public authorities of subjects of the Russian Federation assessment of shortfall in income of road funds of constituent entities of the Russian Federation in connection with the release of vehicle owners and, if necessary, to submit proposals on determining the source of compensation of a shortfall in income of road funds of constituent entities of the Russian Federation taking into account previously defined tasks to double the volume of construction (reconstruction) of roads, and to provide for their normative content.

Before March 1, the Cabinet should “to submit proposals to provide the citizens engaged in the provision of services for the carriage of goods by road vehicles belonging to them by right of ownership, right of business activity in a simplified form (through the acquisition of a patent for self-employed people)”.
