Medvedev called “a disgrace” distribution of budgetary funds

The situation when budget funds reach the final recipients until the end of the year, is “disgraceful”, and in the future the perpetrators of the delays will be punished, regardless of rank and titles, said the head of Russian government Dmitry Medvedev.

“For several years, budget allocations are distributed only at the end of the year. It’s just generally a mess. If something like this this year again, disciplinary proceedings will come to all who thus prepared the documents. Regardless of ranks and titles,” warned the Prime Minister the participants of the meeting on the efficiency of budget spending (quoted by TASS).

One of the main problems, Medvedev said that the financial discipline in Russia remains “very weak” and the budget planning level is low.

“All this speaks about insufficient quality of budget planning, very long contests for government contracts, coordinated project documentation, and here to blame a variety of patterns. You can’t blame the Finance Ministry”, — said the Prime Minister.

Medvedev stressed that in the conditions of crisis the question of proper use of budgetary funds becomes especially important because “money is scarce and the effectiveness comes to the fore”.

“We know very little today, just to reduce expenditure, it is critical we learn how to spend money effectively”, — said the head of government.

As previously reported, in 2015 ministries and agencies, responsible for closed in the budget, left undeveloped allocated 850 billion rubles, According to government sources, the situation has raised the IRE of President Vladimir Putin, who is to understand and explain why the money is allocated, but so inefficiently used.

Later the head of audit chamber Tatyana Golikova said that, according to preliminary data, it departments in 2015 was spent inefficiently or violations 440 billion rubles of budgetary funds.
