The operator of the system of charging trucks “Plato” “RT-invest the Transport system” (RTAS) will eliminate the possibility of registration of one-time Shuttle maps, said in a statement on the website of the Ministry of transport. The validity of the standard route card will be reduced from 30 to 7 days from date of purchase. “A change is introduced for convenience and to improve the discipline of the users,” — said the representative of RTAS.

At the same time, users will be able to make the gathering on the terms of postpaid. Now owners of heavy trucks can apply a single routing card without registering in the system, giving minimal information about the car. After the abolition of the one-time card registration will be mandatory. At registration only the process of verification takes up to 24 hours.

In terms of postpaid will be able to work only carriers registered in the system for at least two months, with no arrears for non-payment of travel and having on-Board device. “It stimulates a number of carriers for a speedy check-in system “Platon” in order to get the ability to post payment for the ride since the beginning of its validity”, — quotes the Deputy Minister of transport Eugene Dietrich, the press service of the Ministry of transport.

The collection of tolls truck weighing over 12 tons on Federal highways began in Russia on 15 November 2015. In the first month of system operation it has been several protests of truck drivers, who demanded to cancel the new collection. In protest they had planned to go to Moscow and to block the Moscow ring road. To cope with the influx of drivers in the offices, the Federal road Agency in conjunction with the operator introduced making a single route map through the website without verification, explained in an interview with Roman Starovoit.

Single route maps were introduced in November last year, especially for those who have postponed compulsory registration in the system “Platon” at the last moment, said the representative of RTAS.

“A small portion of vehicle owners use a single route map, and this part is constantly decreasing”, — said the commercial Director of the operator of the system “Platon” Anton Locks. On the operator’s website it is noted that a single card is used mainly the most actively protesting against the “Plato” carriers from Dagestan.

The one-time cancellation of cards may have a negative impact on the market and trigger another outflow of transport, said the purchasing Director of transportation services and logistics company FM Logistic (one of the ten largest motor carriers) Andrei Popov. “If the machine, for example, does not go on Federal highways beyond the region, it makes no sense to tie it to a specific legal entity. On a single travel card to pay any company”, — he explained.

According to traffic police, in Russia, 1.8 million trucks, but “Plato” does not apply to special equipment (500-600 thousand), mining trucks and other cars who don’t use Federal highways (200-300 thousand) and old trucks that are idle. In the end, under “Plato” is subject to 1 million vehicles. On 11 February, according to RTAS, in the system registered approximately 650 thousand trucks, and with the beginning of the year, this figure practically has not changed.

As wrote “sheets”, “Plato” for the year can range from 14 billion to 16.7 billion rubles, if the government to keep the rate at 1.5 rubles per kilometer. The Agency fees are forecasted at 40 billion rubles per year (at the rate of 3.06 rubles. per kilometer). Nearly three months (from 15 November 2015 to 9 January 2016) in RTIS collected only 3.35 billion rubles.
