The state Duma Committee on financial market at session on Wednesday recommended that the lower house of Parliament to reject the bill of the Deputy from the Communist party, Alexander Potapov compensation for the loss of the Russian citizens of real savings due to a sharp fall of the ruble in 2014. In conclusion, the Committee States that the bill is not spelled out proposals on sources of financing of the Federal budget. The Committee also notes that the balance of the purchasing power of the ruble “it is impractical to solve it by redirecting budgetary funds for the purpose of leveling the balance of rouble deposits.”
The bill suggests that compensation can be obtained for ruble deposits valid on 31 December 2015, or terminated during 2014.
The compensation is supposed to count as the Deposit amount multiplied by the compensation ratio (for each contribution individually). The amount of the contribution cannot exceed the amount of insurance contribution (on or before 29 December 2014 to 700 thousand rubles, then to 1.4 million rubles).
The bill was introduced in the state Duma in early October 2015. In the explanatory note to the document Potapov noted that funds for compensation offers to allocate from the Federal budget, and total payments were estimated at 2,67 trln rbl.
Referring to the information Agency on insurance of contributions (ASV), Potapov reminded that the market for Bank deposits at the end of 2014 amounted to about 20 trillion rubles. on this Basis, the population losses of the member was estimated at 7 trillion rubles.
