MOSCOW, February 18. The government of the Russian Federation at session on Thursday will consider the final draft plan of action aimed at ensuring sustainable socio – economic development of the country in 2016. According to the press service of the Cabinet.
Also the government will discuss the draft laws on the extension of free privatization of housing, for summary judgment granting residence permits to refugees from the Ukraine, on the abolition of bearer passbooks and, in addition, will allocate subsidies to the regions for a number of programs.
The plan of action in the economy
Unlike anti-crisis plan of the government for 2015 under consideration on 18 February, the plan to support the economy in the current year does not consist of financial investments in banks and enterprises, and measures to stimulate economic growth over the long term. The creation of such a document was caused by the downturn in the economy due to a sharp fall in oil prices.

In the government’s plan will include measures to support small and medium businesses, whose share in GDP is expected to grow twice by 2030. Most of the measures of the plan does not provide for additional budget expenditures.
The Ministry of economic development consolidated plan contains measures divided into two blocks. The first part of emergency measures – provides the rapid reaction to the changing situation in certain economic sectors, such as automotive, railway engineering and light industry.
Urgent measures to support the Russian economy will require 827,7 billion
Implementation of proposals from the second block do not require immediate funding, but these decisions are aimed at creation of favorable conditions for investment, support industries, cost reduction, development of small and medium enterprises, social support of citizens and development of social institutions, as well as balanced regional development.
Funding of the first unit repeatedly changed, this amount in particular included those measures already provided in the budget for 2016.
Discussion of bills
One of the topics discussed on Thursday by the Cabinet of draft legislation concerns the extension until 1 March 2017 free privatization of housing. This process, initiated in 1992, was completed with the adoption of the new Housing code of the Russian Federation on 1 January 2007, but then the period of free privatization of housing was extended four times, most recently to March 1, 2016. According to the Ministry of construction, today is not styled citizens in the ownership of 20% to be privatized apartments. If approved the government’s extension of free privatization for another year will be submitted for consideration to the state Duma.
The Finance Ministry proposes to cancel savings accounts
Another item on the agenda was prepared by the Ministry of Finance a draft law on the abolition of Russia Bank books to bearer (anonymous passbooks which do not indicate the name of the depositor and for which the right to receive money is the person who presented such document) and savings certificates to bearer. “The bill will help to promote cashless payments and counteraction to legalization of income obtained by criminal means”, – noted in press service.
Another document for the meeting – the draft amendments to the law on status of foreigners in the Russian Federation, which will allow the refugees from Ukraine “to obtain a residence permit in Russia without registration of the temporary residence permit, and without observing conditions about the residence period in Russia.” “After employment, they will be able to rent the premises, to register at the place of stay and to use a mortgage loan to buy their own homes,” – said in the Cabinet, explaining that this measure will allow to optimize the expenditures of the Russian budget for the resettlement of refugees in temporary accommodation centres.
In the meeting agenda also includes draft amendments designed to ensure rapid response bailiffs for repayment of the citizens debts that will “promptly remove (former debtors) restrictions, including on travel outside of Russia”.
Another bill aims to stimulate the use of peat in the energy sector – the document provides support for the thermal power plants running on this fuel.
In addition, the government will consider submitting for ratification to the state Duma the agreement between the countries of the Eurasian economic Union (EEU), which provides for the implementation in 2016 of a pilot project for marking special RFID tags fur. This document was signed in the Belarusian city of Grodno in September of last year. As we reported earlier, the Eurasian economic Commission, a key task of marking systems is to reduce the share of “gray” light industry goods in circulation. It was noted that the fur products were selected as the pilot group due to the fact that this market has the most complex in terms of the volume of smuggling situation. In the case of entry into force of the agreement, the turnover of goods made of natural fur without special labels in the countries of the Eurasian Union will be banned.
The distribution of subsidies
Several items on the agenda of the Cabinet meeting concerned the allocation of subsidies to regions for the implementation in 2016 of a number of programs. In particular, it is planned to allocate 3.6 billion rubles for the provision of payments to young families for housing Federal targeted programme. In addition, a total of more than 15 billion roubles will be allocated for reimbursement of interest on loans for the development of crop, livestock, dairy cattle and on loans taken out by small businesses.
