MOSCOW, February 18. The government of the Russian Federation in the Duma introduced a bill to extend the free housing privatization until March 1, 2017. The document prepared by the Ministry of construction, published in electronic database of the lower house of Parliament.
“In accordance with the Federal law of 29 December 2004 № 189-FZ “About introduction in action of the Housing code of the Russian Federation” the possibility of privatization of residential premises is terminated as of March 1, 2016… the Bill proposes to transfer the specified date to March 1, 2017″, – stated in the explanatory Memorandum.
The authors emphasize that its adoption will contribute to the realization of constitutional rights of citizens to housing. “A significant portion of the citizens occupying residential premises in dilapidated and emergency housing and awaiting resettlement, will lose after March 1, 2016 the opportunity to exercise their right to free privatization. The citizens consisting on accounting as needing premises, getting accommodations after March 1, 2016, will not be able to exercise their right to free privatization. Thus, the citizens will be put in an unequal position with the persons and privatized housing before this date”, – explained in the accompanying documents.
The explanatory Memorandum also draws attention to the fact that in the Crimea is still ongoing inventory of the housing stock, the cadastre registration, as well as the process of conclusion of contracts of social hiring, which are the basis for the privatization of residential premises.
Free housing privatization began in 1992, was completed with the adoption of the new Housing code of the Russian Federation on 1 January 2007, but then its term was repeatedly extended.
