Golikova: external debt of Russia by the end of 2015 decreased by $4.4 billion

MOSCOW, February 19. The external debt of the Russian Federation by the end of 2015 decreased by $4.4 billion to $50 billion, reported the head of audit chamber Tatyana Golikova, the President of the Russian Federation Vladimir Putin.

“It should be noted that we have significantly reduced the amount of foreign debt, it totaled $50 billion, declined by $4.4 billion. Thereby we will reduce the cost of depending on which strategy you will choose in the future on the occasion of borrowing in the external market”, – said the head of the Russian JV.

Reserve Fund by the end of 2015 amounted to 3.2 trillion rubles, NWF – 5.2 trillion rubles, Golikova said. “A little we dropped the volume of the reserve Fund: on 1 January amounted to 3.2 trillion rubles. This is because we allocated funds of the Reserve Fund to cover the deficit of the budget,” she said. Golikova added that the national welfare Fund increased by 19.1% and amounted to 5.2 trillion rubles

The budget deficit in 2015 amounted to 1,955 trillion rubles, or 2.4% of GDP, she said. “The deficit was 1 trillion 955 billion and also was lower, at 2.4% of GDP, and the planned 2.9% of GDP,” she said. According to Golikova, “budget revenues performed in a volume of 13.6 trillion rubles and exceeded 3.1% of the plans that were originally laid amendments”.

The head of audit chamber also criticized the regions for the under-expenditure of budgetary funds. “If we talk about costs, I have already said that they fell slightly – by 243 billion rubles, – she said. Big they are made up of expenses that simply were not fulfilled separate chief stewards, and on the other hand advantage from that expenditure, we have listed as intergovernmental transfers to the regions, but the regions of 72.2 billion will have to return. Of these, subsidies totaled 52.5 billion rubles.”

She explained that the fact that this situation repeats for several years. “Of course, it changes from the point of view of numbers – the figure is reduced, but still all the same problems that are associated with the unpreparedness of regions of design and estimate documentation, neotoma land, failure to receive permits,” – said the head of the accounting chamber. Golikova acknowledged that the Federal government is not always timely transfers the funds. “And behind us is a weakness with the sense that these funds are allocated too late”, she said, adding that money could be allocated earlier, “if that side were colleagues more agile”.

The head of audit chamber also drew attention to the fact that the increase in the number of contracts that are concluded with a single contractor. “This is not a good trend. On the one hand it is understandable in a crisis, on the other hand, according to our control activities we see that not all faithfully use the opportunity of procurement from the sole (artist)”, – said Golikova. In her opinion, often it is connected with the departure from the law on the contract system, where procedures are spelled out very clearly: buyers are moving to 223-FZ (for joint stock companies), and then quit from the legislation that is connected with Contracting.

“There certainly is some issues that need work and we need to change from the point of view of existing legislation. The Council for countering corruption we were talking and you gave relevant instructions in this part separately to watch this category”, – said the head of the accounting chamber.

Golikova also noted that the accounts of budget institutions accumulated 175 billion roubles balances, they can be selected in the anti-crisis Fund. “We have a budget, Autonomous institutions have a sufficiently large account balances – 175 billion rubles. The amount is also slightly decreased, by 33 billion compared with last year,” he said. According to her, “such significant balances suggests that there is much accumulated income from business activities or the services are not provided in the form in which they were to be provided”.

“But we have corrected the legislation, and, if they did not fulfill a public task, i.e. has not provided a service and therefore did not use money, then we’ll have all the money in the Federal budget for anti-crisis Fund,” – said Golikova.
