The agreement on creation of the cluster in November 2014 was signed by United aircraft Corporation, Irkut, Irkutsk state technical University, Federal center for project Finance (subsidiary of Vnesheconombank) and the government of the Irkutsk region. It is assumed that actors in the chain will be a number of subsidiary companies “Irkut” the company “Irkutskkabel” (ready to deliver up to 30% of volumes of production on the production of MS-21), the Irkutsk relay plant, as well as members in cooperation with Irkutsk aviation plant (IAP) construction and logistics company.
