The state office of public Prosecutor has directed to court of the Kemerovo region criminal case upon explosion on the flagship mine of the coal company Raspadskaya (now owned by Evraz of Roman Abramovich, Alexander Abramov and Alexander Frolov), reported the press service of the Supervisory authority. The accident occurred in may 2010. Then, in two outbursts of methane and coal dust, killed 91 of 361 people who were in the mine, including 20 rescue workers. 133 miner received injuries of varying severity.
The investigation lasted more than four years. Prosecuted eight people. Allegations of violation of safety rules on explosive objects (part 3 of article 217 of the criminal code) brought against including technical Director, ZAO “Raspadskaya coal company” Anatoly Ryzhkov, the Director of OJSC Raspadskaya Igor Volkov, chief engineer of the company Andrey Druzhinin, the commander of the Novokuznetsk separate paramilitary mine rescue squad Alexander Apalkov and three more employees of the mine. Involved in the case also became inspector of the local RTN Fedor Veremeenko, he was charged under the article “Negligence” (part 3 of article 293 of the criminal code). Defendants face a term of imprisonment up to seven years.
The Prosecutor General also said that violations of safety rules in the mine were of a systemic nature and has continued since 2007.
At the time of the explosion in Raspadskaya’s 41% owned by its management headed by General Director Gennady Kozovym, the same was with Evraz. In 2012, the company repurchased the shares of the partners, paying them $202 million, or 9.9% of its own shares and 2.5% of the warrants. Kozovoy left the position of CEO of a coal company in 2014, the charges brought against him were not.
An Evraz representative declined to comment.
