MOSCOW, February 24. Necessary for the plan to support the economy 250 billion the government has only 120 billion bailout Fund, writes the newspaper “Kommersant” with reference to the letter of the Minister of Finance Anton Siluanov.
According to the publication, the Ministry of Finance States that in fact the government’s anti-crisis Fund has 65 billion (according to the law on budget). Approximately 55 billion rubles may appear in April – when the Federal Treasury will send to the Fund unclaimed balances budget for 2015.

The Finance Ministry proposes a solution to the problem: on the President’s instructions the government has the right to spend in 2016 to 342,2 billion, actually from the presidential reserve. However, it is clear that the government will have to prove to the President that the anti-crisis plan is more important, notes “Kommersant”.
In the end, the Minister proposes to reduce the spending from the bailout Fund of up to 120 billion rubles, and in this list need to include the costs of previously adopted decisions related to Crimea and Ukraine, to 17.1 billion rubles. The President the head of the Finance Ministry proposes to ask not 203 billion (full amount of enrollment plan that do not fit into the anti-crisis Fund), and to 130 billion rubles.
According to the results of the Ministry of Finance assumes that the funding of engineering, major reduction of crisis costs of the Ministry of health (from 45.8 billion rubles to 13 billion rubles) and support exports through VEB, Roseximbank and the Russian export centre (from 25.3 billion rubles to 9 billion rubles). Siluanov also believes it impossible to subsidize loans of enterprises 10 billion and support the industrial engineering (“support for the creation of new samples”) on 21 billion roubles. The Finance Ministry insisted on the creation of a reserve at 34.9 billion for contingencies.
In parallel, the Finance Ministry criticizes and non-monetary parts of the plan that do not involve direct funding, the Minister notes that at least one-third of them will lead to losses of the budget system. This applies mainly to new tax incentives.
