VIENNA, 25 February. Russia is disappointed that the Minsk agreements are not fulfilled by Kiev and he still blocks the work of the contact group on Ukraine in the framework of the OSCE parliamentary Assembly, said the speaker of the state Duma Sergey Naryshkin.
“Unfortunately, the situation in Ukraine remains difficult. May be, the ceasefire has largely held, but, nevertheless, the tension remains. And we are disappointed that the complex of measures on implementation of the Minsk agreements on the part of official Kiev is not fulfilled,” – said Naryshkin at a meeting with OSCE PA President Ilkka Kanerva the the.
The speaker pointed to the fact that Kiev is still blocking the work of the contact group on Ukraine within the OSCE PA.
He noted that is not yet adopted or not yet entered into force a number of laws, amendments to the Constitution, which should ensure the decentralization of power in Ukraine and special status of separate districts of Donetsk and Lugansk regions and the Amnesty laws and on local elections. Naryshkin added that these laws are not to be taken by the parliaments of observer countries – Russia, Germany and France. “The only people who this law can take is the official Kyiv, but he does not”, – stressed Naryshkin.
He also said he would send the President of the Assembly the results of the work of the working group on analysis of legislation in Ukraine. “In the State Duma on my initiative there was established a working group on the analysis of legislative procedures and accepted in Ukraine, legal solutions. We have very detailed monitoring, and today I would like the results of this work over the past year and a half to read, and I hope it will be useful for you,” said the speaker.
