Naryshkin will speak at the session of the OSCE PA will meet with the leadership of the organization

MOSCOW, February 25. The Chairman of the state Duma Sergei Naryshkin will lead the Russian delegation at the open on Thursday in Vienna winter session of the OSCE parliamentary Assembly. It is expected that he will speak at the opening session, will hold meetings with the leadership of the OSCE and its Assembly, as well as with heads of parliamentary delegations.

Ahead of his visit Naryshkin said that he intends to address in his speech “a wide range of issues”, including, perhaps, the subject of sanctions against the Russian Parliament.

According to the release on the website of the Assembly, in the spotlight of the meeting of the legislators of the OSCE will be the migration crisis and the refugee situation in Europe, as well as joint efforts to counter terrorism. It is planned to discuss the crisis in Ukraine.

As explained earlier in the delegation of the Russian Federation, during the current session will not be taken any resolutions, however, the Russian parliamentarians will set the stage to promote their initiatives on an annual (primary) session, to be held in June in Tbilisi.

The Anti-Terrorism Interpol

Shortly before the opening session of the OSCE PA special representative on counter-terrorism, the Deputy of the state Duma Nikolay Kovalev invited the Assembly to discuss the establishment of the international anti-terrorist organization similar to Interpol. “In conjunction with this question it would be appropriate to return to the topic of “the single international orders” for the detention and arrest of terrorist according to the “European arrest warrant”, – stressed the Russian parliamentarian. In addition, he believes, is necessary “urgently to address such relevant issues as the harmonization of national antiterrorist legislations and development of measures for the early overlapping of channels of financing of terrorist organizations”.

Kovalev also called for increased intelligence cooperation of OSCE countries, primarily their anti-terrorist units. “Particularly acute this issue becomes the growing numbers of refugees from the Middle East, Central Asia and North Africa, in which the terrorist group introduce their members,” he indicated.

The politician confirmed that she will compete with the proposals at the meeting of the Assembly as its representative. “See the reaction”, he added.

Inability Of Ukraine

After the Ukraine was a coup, at the site of the OSCE PA held several meetings of Russian and Ukrainian parliamentarians, whose purpose was the search of ways of settlement of crisis in Ukraine. At the Assembly’s session in Baku on the initiative of the Naryshkin was created by the inter-parliamentary contact group on Ukraine, but its members were unable to meet because of the position of Kiev, which has consistently blocked attempts to hold a meeting.

In anticipation of the opening of the present session, the Chairman of the Duma Committee on international Affairs, member of the Russian delegation Alexei Pushkov said that now he sees no “subject to contact” with Ukrainian parliamentarians because of their nedogovorosposobnostyu. According to him, “the Ukrainian delegation is blocking any contact, aimed at the creation of special structures”.

“I am convinced that their position has not changed,” he said, Recalling that Kiev had blocked the creation of a parliamentary contact group on the site of the OSCE PA. “Assembly President Ilkka Kanerva was in Kiev and tried to influence Groisman (speaker of the Verkhovna Rada of Ukraine – ed.), the position has changed, because the majority of States favoured the establishment of such a group,” – said Pushkov.
