In accordance with the amendments to the law “On information, information technologies and about information protection”, otherwise known as the “law on bloggers”, which is introduced in the lower house of Parliament, the media will be considered news sources, collecting, processing and distributing information, according to the newspaper “Kommersant”. In the document they spelled out as “news aggregators”.
Under the law will be subject to sites, attendance of which exceeds 1 million per day. According to a source in the state Duma, the scope of the project will fall to 30 large companies “Yandex”, Mail.ru, Google, Rambler, “Vkontakte”, “Satellite”, Facebook, Twitter, etc. appearance in the list of foreign social networks is because they already test their own news services in other countries.
The bill obliges news aggregators “to verify the accuracy of disseminated information of public interest”, including the source of which is the media, and involves extra-judicial “measures to curb the spread of false information” on the complaint of the authorized bodies. The news aggregator must be a domestic legal entity foreign participation may not exceed 20%.
In addition, the amendments require companies for six months to keep it circulated information.
Liability (fines of 400 thousand rubles for individuals up to 5 million rubles for legal entities) the aggregator will incur if not removed the incorrect information at the request of Roskomnadzor.
One of the authors of the project, the Deputy “Fair Russia” Alexey Kazakov has explained the emergence of the amendments by the desire to fill a legal vacuum. “Aggregators outperform most influential media. But we don’t want to create conditions for them to work uncomfortable, so the right to appeal to Roskomnadzor give only the relevant departments and not citizens,” he said.
The head of the Duma Committee on information policy Leonid Levin is not yet familiar with the details of the proposals colleagues, but believes regulation in this field “actual”. “Today, no matter where the message is important, whom it will be distributed. The news aggregators of information play a serious role, it’s hard not to notice, including the regulators”, he said.
In comments to the head of the press service of “Yandex” Ochir Mandzhikov has indicated that “if the bill intends to impose on news aggregators responsibilities of the media in full, the service “Yandex.News” in its current form can not exist”. He explained that the daily index service more than 100 thousand news reports from almost 7 thousand sources. If “Yandex.News” no edition, the full text of the news aggregator does not publish. “Yandex.News” objectively limited in their ability to verify the legitimacy and authenticity of the news information prepared by third parties and cannot be held responsible for such information,” — said Mandzhikov.
The President of the Association of Internet publishers Ivan Zasursky told “Kommersant” that “extrude aggregation is futile: social networks don’t get it”. “We are waiting for other news — not about how to stifle information, and new development tools. The development of the Internet is possible only on the basis of public consensus,” he said.
Previously, the newspaper Vedomosti reported that the Ministry of communications has developed a bill on state control over the passage of Internet traffic in Russia. The document describes several ways that will help public authorities to monitor the routes of Internet traffic over communication networks. This system should also monitor the critical infrastructure of the Internet, said in a note. As part of this the system will create a register of addresses you’ll ever need.
