Charging for unimplemented calls is contrary to the rules of rendering of communication services, so mobile operators can’t take money for listening to the phrase about the unavailability of the subscriber, said Deputy Director of Department on regulation of radiofrequencies and communication networks of the Ministry for communications, Mikhail Bykovsky, reports “RIA Novosti”.

Thursday, February 25th, the regional public organization “Center of Internet technologies” (ROCIT) encouraged subscribers to inform her if they charged for incomplete calls and listening to the phrase “subscriber unavailable”. It was about situation, when a subscriber associated with voice mail and may not know that the money is deducted from his account during the phrase “the subscriber is inaccessible”, said ROCIT. In this case, the caller did not use Voicemail, so charging for this service “seems strange”, said in a statement.

Earlier it became known that subscribers of Russian operators calling the numbers of MTS and MegaFon, have to pay for the failed call if the called party is connected to the voice mail service. MegaFon billing begins with a fourth of a second call, while subscribers of the “MegaFon” it is practically not, because the majority of tariffs on-net calls are not charged, said a company representative. MTS will charge you from the first second.

For violation of rules of rendering of communication services operators face order to fix them, and failure to comply — penalty, “as further punishment up to deprivation of licences,” said the representative of the Ministry of communications Dmitry Zakharov.

The fee for this service of “MegaFon” will be charged the same way as, for example, calls are charged at landline telephone with caller-ID, said company representative Yulia Dorokhina. According to her, the operator does not take money for incomplete calls.
