MOSCOW, February 26. /Corr. Sergey Izotov/. The Federation Council will hear a report by Deputy Prime Minister Dmitry Rogozin will discuss and act on extending free housing privatization until March 1, 2017.

Just the agenda of the 387-th plenary session of the upper house of Parliament is just over 20 questions.

Increase in excise tax on gasoline

The senators plan to discuss the resonant enhancement act 1 April 2016 the excise tax on gasoline and diesel fuel. The bill was introduced by the government in the state Duma on 16 February, however, the lower chamber plans to consider it in three readings and sent to the Federation Council.

As was explained at the meetings of the relevant committees of the Duma and the Federation Council, Deputy Minister of Finance Yuriy Zubarev, the increase of excises on gasoline is one of the measures to increase budget revenues in a difficult economic situation. “This measure is primarily aimed at the replenishment of the revenue side of the budget. At current oil prices, falling revenues estimated at 1.5 trillion rubles, a significant sum. Therefore, being sought all avenues for revenue mobilization”, he argued.

The Deputy Minister assured that, according to the Agency, “the likely price increase will be about 5%, which is below the CPI and below inflation.”

Free privatization and tourism

The members of the Federation Council also will consider a law on extending free housing privatization until March 1, 2017.

The senators will also consider amendments to the law on education in the Russian Federation, on which special rights at receipt in the Russian higher education institutions are war veterans. As explained by one of the authors of the initiative, the first Deputy Chairman of Committee of Federation Council on defense and security Frants Klintsevich, with the entry into force of combat veterans will be eligible for admission to study in bachelor and specialist program within the quota, subject to successful passing of entrance examinations.

“I think that no one can be no doubt of the justice of the law: people who are at risk life on the orders of the Motherland, should have certain preferences. It will help combat veterans easier to fit into civilian life,” stated the Senator.

In the framework of the “governmental hour” will act the Deputy Chairman of RF government Dmitry Rogozin. In his report he will tell the senators on measures for safeguarding national security of the Russian Federation in the Arctic zone.

During the “future” of socio-economic development of the Belgorod region will tell the Governor of the region Yevgeny Savchenko and the head of the regional Duma Vasily Potryasaev.

The senators will also have to re-consider amendments to article 281 of the Criminal procedure code of the Russian Federation. In particular, the parliamentarians will discuss the ratification of the agreement between the Russian Federation and Kyrgyz Republic on the mutual order of stay of citizens. The document was signed on 19 June 2015 in St. Petersburg. It provides for the exemption of citizens of one side, temporarily staying in the territory of another, from the obligation of registration (registration by place of residence) to the competent authorities of the receiving state within 30 days from the date of entry.

In addition, senators will consider the ratification of an intergovernmental agreement with Nepal, which the Nepalese side will pay Russia over 1.2 million dollars in connection with the settlement of the state debt to the USSR.

The Federation Council will also discuss the ratification of the Convention on the work on conditions of incomplete working time. According to the Vice-speaker of the Federation Council Galina Karelova, its basic meaning is to provide part-time employment citizens the same guarantees and rights as full-time workers. She clarified that this applies to social protection, safety and occupational health, the terms and conditions of payment.

At the meeting, the senators also will consider the ratification of the Treaty between the Russian Federation and the Republic of South Ossetia on the transfer of sentence persons sentenced to deprivation of liberty.
