Yamal and Chukotka topped the rating of anti-crisis stability of the regions

MOSCOW, February 29. Yamalo-Nenets, Chukotka and Nenets Autonomous district became the leaders of the anti-crisis stability rating of Russian regions, compiled by the experts of the Foundation for civil society development (Fcsd). Moscow took this list in sixth place, St Petersburg eighth.

Rating of regions, demonstrating how they cope with the effects of the economic crisis, published by the Fcsd on Monday. The Fund is available.

In addition, the top 15 regions that have demonstrated anti-crisis successes, entered the Krasnoyarsk territory, the Moscow and Leningrad regions, Krasnodar territory and Tula region.

As noted in the materials of the Fcsd, the research methodology was based on evaluation of a number of indicators of socio-economic development of subjects. So, take into account the gross regional product (GRP), GRP per capita, changes in the level of industrial production, the level of the average wage, ratio of average wage to the cost of the consumer basket.

It also took into account the expert assessment of the sustainability of socio-economic status of regions.

Oil, “defense” and the substitution

Fcsd has conditionally divided the Russian regions into three groups on the basis of common characteristics that influenced the anti-crisis stability. The first group included the subjects, the bulk of which is concentrated around the oil and gas industries. It YANAO, KHMAO, Tyumen region, Krasnoyarsk territory, Irkutsk region, Tatarstan, Yakutia and others.

“Despite the unfavourable situation on the energy market, most of the mining regions during 2015 remained positive dynamics of industrial production. In these subjects, along with the production of hydrocarbons developing the processing and other industries,” – said in the explanatory note to the rating.

For example, according to experts, in the Tyumen region such industries include engineering, chemical and petrochemical industry in Tatarstan engineering industry, including enterprises of the military-industrial complex (MIC), metal-working, chemical and petrochemical industry, construction, in the Irkutsk region – processing and pulp and paper industry, nonferrous metallurgy, chemical and petrochemical industry.

The second group of political scientists took the regions involved in the execution of the state defense order. Among them they identified the Arkhangelsk and Kaliningrad regions, Moscow, St. Petersburg, Kurgan, Sverdlovsk, Tula, Chelyabinsk, Ulyanovsk oblast, Primorsky and Khabarovsk Krai, Udmurtia.

“The state defense order in these regions stimulates the development of not only defence but also civilian industry as well as science and technology,” the document says.

In the third group contains the regions involved in the replacement of imported products and ensuring food security. Among them was the Krasnodar territory, the Belgorod and Rostov region, Stavropol territory, Voronezh, Kursk and Moscow regions.

According to experts Fcsd, these entities represent a large part of agricultural products, but they also developed other sectors of the economy, “tourism, engineering, light and food industry”.

“A significant boost to agricultural production in these regions gave implemented by the RF government program substitution of imported products,” reads the explanatory note.

Separately, representatives from Fcsd allocate unit regions, the economic situation is stable and their main feature is raznochinovka economy. “This stability is demonstrated during the economic crisis in regions such as Moscow, St.-Petersburg, the Moscow region, Krasnoyarsk region, Leningrad region and others”, – stated in the materials Fund. In the economy of these regions, experts identified the financial sector, engineering (including defense industry), metallurgy and metal processing, chemical industry, electric power engineering, woodworking and pulp and paper industry, construction, trade, sphere of services, food industry, light industry and tourism.

“Overall, despite the crisis, in some regions of Russia there is a growth of industrial and agricultural production. A significant number of regions showing resilience in the economic situation under the preservation of the social obligations”, – say the authors of the study.

At the same time they note that in the regions there is a definite decrease in the level of purchasing power. “The decline in industrial production in some regions is determined by a high level of concentration of individual industries and the lack of diversification”, – says the political analysts.
