MOSCOW, 1 March. The Russians will be able to vote on the election of deputies of the state Duma on September 18 at the place of temporary residence, and not on registration. This was reported by a member of the CEC, Maya Grishina.

The seminar-meeting on issues of observance of electoral rights to regional commissioners for human rights, she recalled a recent change in the law “About elections of deputies of the state Duma”. According to the amendment, active suffrage, the citizen is endowed with at the place of temporary residence, if he has an official temporary registration.
“This innovation was taken into account the situation that the citizens of our state quite mobile and often work and live in the place where do not have permanent registration,” said a member of the CEC, adding that previously it was possible to vote only at the place of residence.
Now citizen can vote where he lives, provided that it was registered by place of residence not less than three months before election day. “It is a question of electoral rights of thousands of people”, – said Grishin. She said that single-member district otherwise would have lost many voters, since people could not vote, living in the territory not in the district in which it is registered.
Grishina recalled about one more innovations in the electoral legislation adopted at the end of February. “The law contains the rule that, when Federal elections are held and voted by absentee ballots, early voting is not conducted when combined with other elections,” she said.
“You have to understand that the 18th of September of such institution as early voting, we will not see”, – said the CEC member.
She also informed that the CEC started its automated accounting system of appeals and complaints. “Now the picture on the types of cases on the subjects we have seen from Moscow”, – said Grishin.
Duma elections held on 18 September under a mixed system: half of deputies (225 people) will be elected by party lists, half in single-mandate constituencies.
