The connection with political murders
The names of Ramzan Kadyrov and people from his inner circle was mentioned in connection with the investigations into several high profile murders, were arrested or declared wanted by the natives of Chechnya, however the consequence was never brought charges against him and did not cause the Chechen leader for questioning.
7 October 2006 in the stairwell of his house was shot at columnist “Novaya Gazeta” Anna Politkovskaya. In this case had been convicted the brothers Makhmudov, Lom-Ali gaitukayev and Sergei Khadzhikurbanov, a result which was called the perpetrators. Advocates of Politkovskaya’s children demanded to be interrogated Kadyrov as a possible customer of the crime, but this was not done. The customer of murder has not been found.
Adam Delimkhanov, Deputy of the state Duma, where Kadyrov calls his right hand, the UAE authorities have a suspect in the assassination attempt on the commander of the battalion “Vostok” Sulima Yamadaeva (he was murdered in Dubai in March 2009), which, as reported by the media, had a difficult relationship with Kadyrov. In April 2010 for participating in the murder Yamadaeva were convicted two men, one of whom was the former stableman Kadyrov.
Former Deputy Prime Minister of Chechnya, Bislan Gantamirov and State Duma Deputy Mikhail Markelov said about the possible involvement of Delimkhanov and to killing longtime opponent of Kadyrov, the former commander of group “the Mountaineer” the Lieutenant Colonel of FSB Movladi Baisarov, who was shot in the fall of 2006 on Leninsky Prospekt in Moscow. “Baisarov was killed with an award pistol “Grach” owned Delimkhanov,” claimed Gantamirov.
Delimkhanov and Kadyrov, the Senator from Chechnya Suleiman Eremeeva and the chief of the police Department under Shelkovskoy district of Chechnya Vakha of Eremeeva asked to question on the murder of Boris Nemtsov lawyers for the relatives policy. Defenders explained that Chechen politicians linked including kinship fighter battalion of internal troops “the North” Ruslan Eremeev, who is in his first testimony as the organizer pointed out alleged killers of Boris Nemtsov.
Two sources familiar with the investigation, said earlier that investigators were going to announce Eremeeva wanted, but the corresponding decree has not approved twice, the Chairman of the RCDS Alexander Bastrykin, finding that it does not have enough evidence. Lawyer children Nemtsov Vadim Prokhorov in conversation with claimed that Kadyrov had since at least 2002, was a conflict with the opposition.
Contradictions with the Federal security forces
The murder of Boris Nemtsov sparked a new round of conflict Kadyrov with the Federal security forces. According to “Rosbalt”, the investigators for a long time failed to get into Galco to question the relatives of Eremeeva. But according to Novaya Gazeta, the Chechen leader and Chechen senior policy shortly after the assassination of opposition leader met in the village of Dzhalka with several security officers, “presumably related to the internal troops and the Federal guard service”.
Another conflict with the security forces occurred in April 2015 when the staff of the Ministry of internal Affairs of Stavropol territory carried out in Grozny special operation on detention of a local resident Dzhambulat Dadaeva, during which the suspect was shot. Then Kadyrov said that the actions of the Stavropol police were not agreed with the Chechen security forces, and warned that in case of repetition of such situation, the employees of the Chechen interior Ministry will have the right to shoot to unknown persons in masks and with weapons. The TFR in Chechnya opened a criminal case upon excess of powers of office by employees of the Stavropol police, but the Chairman of the RCDS Alexander Bastrykin has cancelled the decision. The investigation Committee conducted an inspection and declared the special operation in the Stavropol police legal. Source “Kommersant” reported about the intention of the Central Department of the TFR to conduct an audit in respect of officers of the investigation Department for Chechnya, which, he hastened to prosecute the operatives. In February 2016, Vladimir Putin has relieved the head of the investigative Department of the TFR in Chechnya Sergei Devyatov.
Devyatov was completely satisfied Kadyrov, said two people familiar with the work of law enforcement bodies of Chechnya. In 2014, Kadyrov has made the resignation of his predecessor, Sergei Bobrov. He was dismissed due to the fact that he began to deal with the cases of torture in Chechnya, said a source close to law enforcement. The activities of the Bobrov led to conflict with the Chechen leadership.
Local FSB and interior Ministry are also working with “an eye to Ramzan Kadyrov,” explains a source close to law enforcement bodies of the region. Chechen leader himself told me that his “guys are everywhere — in the FSB, some in the interior Ministry, the reconnaissance companies”.
Torture and abduction in Chechnya
Human rights activists accuse Kadyrov in the creation of a political system which, if not of plunder, torture and murder of opposition supporters.
July 15, 2009 near his home in Grozny was kidnapped the human rights centre “memorial” Natalia Estemirova. Estemirova’s body with gunshot wounds in the head and chest was found in Ingushetia. Estemirova was investigating the case on abductions in Chechnya and criticized the local authorities for forcing women in the Republic to go to the scarves.
The Chairman of “Memorial” Oleg Orlov blamed for the murder of Estemirova on Kadyrov. He was said to Orlov, Estemirova was threatened and considered her his personal enemy because of her public criticism. “We don’t know if he gave the order himself or did his closest associates, to please the boss,” said Orlov in an interview to the “Caucasian knot”. In response, Kadyrov filed against Orlov’s accusation of slander.
After the murder of Estemirova on a few months of suspended operations centre “memorial”, and in 2011 was closed office “the human Rights center of Chechen Republic”, the room which stormed armed men. In December 2014 — for the first time since the beginning of the operation in Chechnya — the office of “Memorial” in Gudermes were attacked. Five masked men burst into the room and pelted him with eggs.
Investigation of torture and abductions in Chechnya has long been engaged in human rights organization “Committee against torture”, which once was recognized as a foreign agent, changed its name to “Committee for the prevention of torture” (CAT). She initiated a number of high profile criminal cases and trials involving members of the Chechen OMON. The most resonant of these cases were coherently linked to Chechen Islam Umarpashaev stolen in December 2009.
The disappearance Umarpashaev the Investigative Committee of the Republic opened a criminal case. The investigation of the case, however, almost immediately stalled, said Kalyapin. After Umarpashayev was released, gearbox has granted him legal aid. The testimony of Umarpashayev said that it kidnapped members of the Chechen OMON, about four months he was held and tortured. CAT just has investigated several dozen cases of abduction and torture in Chechnya.
Attacks on the opposition

The Kremlin repeatedly has had to answer for Kadyrov. Press Secretary of the President of Russia Dmitry Peskov urged not to escalate the situation, and the head of the Kremlin administration Sergei Ivanov said that the Kremlin has “no issues” to Kadyrov.
In early February 2016 page Kadyrov in Instagram appeared a video in which the Chairman of the party PARNAS Mikhail Kasyanov and his colleague Vladimir Kara-Murza Jr. were depicted through the sniper scope. Later this video was deleted by the administration of the social network.

Condemned Chechen Deputy head of the city Council of Krasnoyarsk Konstantin Senchenko, calling it “a shame of Russia”. But two days later apologized. State Duma speaker Sergei Naryshkin called mutual claims of Kadyrov and the opposition “unpleasant conflict”.
The head of the EU delegation to Russia Vygaudas Usackas in a telephone conversation with the head of PARNAS Mikhail Kasyanov called the threat of Kadyrov’s “disgusting” and said that they cannot be tolerated. This statement was posted on the official website of the delegation of the European Union.
Subsidization without protection
The study showed a “” for nine years, from 2007 to 2015 — Chechnya received from the Federal budget in the form of subsidies, subventions and subsidies 539 billion rubles. Their annual average was 60 billion rubles., and according to this indicator the Republic — in three of the most subsidized regions.

As the Director of the regional program of Independent Institute for social policy Natalia Zubarevich, less than half the subsidies received by the region is calculated transparently according to the formula, she adds, the rest is opaque hand distribution, involving the government and relevant agencies.
