ST. PETERSBURG, March 9th. The government of St. Petersburg is unable to repay the debt of the city governing organizations to the JSC “TGC-1” and LLC “Peterburgteploenergo” at the expense of the city budget. It follows from the reply of the Vice-Governor – head of administration of the Governor of St. Petersburg Alexander Govorunova on the inquiry by Deputy Boris Vishnevsky.
“The mechanism of repayment of debts of city of MC in front of JSC “TGK-1” and LLC “Peterburgteploenergo” at the expense of the budget of St. Petersburg is not in accordance with the provisions of the Budget code of the Russian Federation and the Federal law of 26.07.2006 № 135-FZ “On protection of competition”, – said in response Govorunova.
It also notes that at the expense of the city budget is the payment of utilities on the premises, which are owned of St. Petersburg.
Earlier it was reported that deputies of the legislative Assembly appealed to the Russian leadership to intervene in the situation with the transfer of OJSC “heating grid of St. Petersburg” under the jurisdiction of the city. The deputies noted that as of January 2016, the share of heating networks in operation for over 25 years is 24% of the total number of heating systems in the city. In June last year at the St. Petersburg international economic forum the Governor Georgy Poltavchenko told reporters that St. Petersburg is interested in buying shares “Heating” of “Gazprom energoholding”.
In 2014 the St. Petersburg city government had planned to buy 75% of shares of “Heating systems” TGC-1 at a cost of 25 cents per share. The sum of transaction was estimated at 6.3 billion rubles, payments were planned to produce for 20 years. The deal to buy the block of shares was supposed to be completed by the end of July, then until the end of 2014, all 100% shares of “Heating” would have transferred control of the city.
The total length of communications “Heating of St. Petersburg” is about 2.5 thousand km the Company is an agent of TGC-1 sales and operates on the ownership of about 800 km of trunk pipelines and about 1.7 thousand km of internal network in the areas of heating Avtovskaya, Vasileostrovskaya, Vyborgskaya, may day, the right-Bank, Northern, Central and southern CHPPs of TGC-1.
