The President of Russia Vladimir Putin has put before the Minister of agriculture Alexander Tkachev the task of ensuring the transition to electronic certification of milk without increasing prices. He said this after in the pages of “Kommersant”, the national Union of milk producers (Soyuzmoloko) has warned about possible disruptions in supply due to the unwillingness of the industry to fulfill the requirements of the order of the Ministry of agriculture, which obliges to issue veterinary accompanying documents.
“It is important that all these innovations have been minimally zabyurokracheno and to not create a significant additional burden for producers, which ultimately will inevitably affect the price of the product”, — Putin said at a meeting with Tkachev (quoted by “Interfax”).
The President also asked the Minister of agriculture and food to comment on some of the publicly expressed concerns about the situation with milk production. The Minister responded by saying that the transition to electronic certification of milk is consistent with international practice, and this step will help to combat counterfeit and substandard products. “We are monitoring the situation, understand the threats and will try to do that everything will be all right,” said Tkachev.
17 February 2016 the Ministry of justice of Russia registered the order of the Ministry of agriculture, which requires producers of milk since March of this year to issue veterinary accompanying documents for each batch produced packaged milk.
Wednesday, March 9, the newspaper “Kommersant” reported that the national Union of milk producers (Soyuzmoloko, including Danone and PepsiCo) has sent letters to Deputy Prime Minister Arkady Dvorkovich, the head of the presidential administration Sergei Ivanov and the Deputy head of the Ministry of economic development Oleg Fomichyov with a request to cancel the order of the Ministry of agriculture. Manufacturers have warned that new rules can lead to the production of drinking milk in the country.

The order of the Ministry of justice approves the list of products in respect of which must be registered veterinary accompanying documents for dairy products in the order is divided into two groups. As explained by the representative of Soyuzmoloko, about the second group in the order do have the note that it shall not apply before 2018. However, regarding drinking milk, which belongs to the first group, there is no such clarification.
