The U.S. government is not planning to disconnect Russia from the global Internet, and believes that the technical capabilities for such a step does not exist. About it during communication with journalists on March 10, said the Director of global engagement, national security Council USA Sonny Leggett, correspondent reports from Washington.
“Russia off from the Internet would be harmful and unconstructive step in every sense. I was unaware of such intentions by the administration of President [of the USA] and the presence of the means for such a step,” — said the official.
The Russian authorities are seriously concerned about the problem that the West may disconnect Russia from the global Internet, in 2014, after the imposition of sanctions due to the Ukrainian conflict. In July 2014 the Ministry of communications on behalf of the President of Russia Vladimir Putin conducted a “training on the protection of the Russian segment of the Internet”. It was attended by representatives of FSB, FSO, the Ministry of defense and Ministry of internal Affairs and market participants, which is the infrastructure support of the Runet Rostelecom, the Coordination center of national domain of the Internet (regulates the activities of domains .EN and .of the Russian Federation), the technical center and the interaction center computer networks MSK-IX (Russia’s largest exchange point Internet traffic, including cross-border). Discussed the technical readiness of the state for possible new sanctions — disable Runet from the global network from the outside, told the participants of the exercises. “Was the threat to turn off Russia from the SWIFT system. What if the American congressmen will come to mind to disconnect Russia from the Internet? We need to develop a list of protective measures, it is still unknown,” — said Putin’s press Secretary Dmitry Peskov.
Following the exercise in October 2014, a meeting of the Russian security Council, in which participated representatives of the Ministry of communications, the Federal communications Agency, Roskomnadzor, as well as the largest Internet operators. And if the Ministry of communications, according to sources , the training results were pretty, the Kremlin and the security services were convinced that “not okay”, and urged “to act”. In early February, 2016 the Ministry of communications has developed a draft law “On introducing amendments to the Federal law On communications and article 2 of the Federal law “On information, information technologies and information protection”, which involves the introduction of control over inbound from abroad to the territory of Russia’s Internet traffic, reported the newspaper “Vedomosti”.
The Ministry of communications proposed system will allow to track DDoS attacks on Russia, said the experts interviewed. However, some interlocutors warned that it would also give the ability to “filter” incoming in Russia traffic by analogy with the Chinese system “Golden shield”. It is based on the analysis of the traffic that comes to China just three international gateway — Beijing, Shanghai and Guangzhou. The system blocks sites from blacklist their IP or URL, as well as using packet filter data by keywords.
Dmitry Peskov has declared that the information about the plans of the authorities to control the Internet traffic “liberal interpretation”. The government is not going to take the traffic under full control — it is only the intention to compensate for “possible unfriendly steps to bring down whole segments of the Internet,” assured the representative of the President.
USA vs. Russian propaganda
With the worsening geopolitical situation, information has become the real weapon, many countries, including Russia, are improved in distortion of the facts, “fueled the disinformation, and people are losing their truth”, explained the official position of the American leadership. “Propaganda from Russia spills out beyond its borders — in countries of the former USSR, Kazakhstan, Azerbaijan, Bulgaria, etc. completely different Techniques are used — for example, a mixture of sensationalism and truth, just false information, etc. At the same time Russia itself often becomes a hostage of its own propaganda,” says Leggett.
According to him, the US did not agree with the opinion that Moscow defeats Washington in the information war. “Because to fight the disinformation and propaganda from Russia more difficult, we started to cooperate more with colleagues from European countries and of NATO, says Leggett. — The problem is not that we don’t know how to fight, and that it is difficult to measure misinformation and propaganda — sources and a specific time, the degree of influence, etc.”.
