Moscow airports have decided to develop a new levy on airlines

Funds for the development of the Moscow air hub can be obtained at the expense of a new infrastructure levy on airlines. About it as writes “Kommersant” with reference to informed sources, agreed operators of the airports Domodedovo, Vnukovo and Sheremetyevo. Discussion of the mechanism for extrabudgetary funding for the development of MAU took the participants almost three years, clarifies the Agency.

It is assumed that the infrastructure charge from the airlines will be introduced for a period of five years. The interlocutors of the newspaper told that, according to the calculations of the company InfraOne, developing new models of development MAU, the value of capital expenses on infrastructure of the three airports is 102 billion rubles.

The operators have proposed to create a Fund, in which funding will come from the new collection infrastructure. It will pay the airline per passenger or per tonne maximum takeoff weight (MTOW). The fee will be indexed annually for inflation, and the size will depend on the needs of airports in the aerodrome infrastructure and passenger traffic.

In February 2016, the Agency announced that Russia and private investors at Vnukovo airport have signed a shareholders ‘ agreement, the share of Russian Federation in the authorized capital airport will reach 25.1 per cent, and the share of private shareholders — 74,9%. It is noted that this agreement will save the state the necessary control over the activities of the combined company and the key decisions.

Prior to this shareholders ‘ agreement was signed by the state and “Sheremetyevo holding” (controlled by the partners of the company TPS Avia Arkady Rotenberg, Alexander Ponomarenko and Alexander Skorobogatko). The state’s share in the capital of joint-stock company “Sheremetyevo Airport” will be 31,5589%, and “Sheremetyevo holding” will receive 68,4411% of the shares.
