Putin threatened to “hang” responsible for the construction of a highway in Crimea

The President of Russia Vladimir Putin demanded to find those responsible for the implementation of the project of the route Kerch — Simferopol, which “will be hanged if he wouldn’t do anything”. He said this at a meeting on socio-economic development of Crimea and Sevastopol on the island of Tuzla, which was attended by the mayor and the head of the transport Ministry Alexei Ulyukaev and Maxim Sokolov, Deputy Prime Minister Dmitry Kozak and the Governor of Sevastopol and the head of Crimea Sergei Menyailo and Sergei Aksyonov.

On the question of responsible for the implementation of the project the economy Minister replied that it was his responsibility and the responsibility of the head of the Directorate for construction. “That’s my [responsibility], and head of the Directorate — not suitable, must be particular person would be hanged if he wouldn’t do anything”, — said Putin on this (quoted by “Interfax”).

Before the meeting the President asked the Vice-Prime Minister and Minister of economic development: “I Ask to think again and to give me the final arrangement of this work. Looking for a specific body need a specific person who is responsible for the entire project, so I did not have ringing phones around the government or to the subjects of the Federation. Must be the one who is personally responsible for the results of the expenditure of public money.” The President then asked what was happening with the construction of the track and the Cossack’s report revealed that the responsibility for the implementation of this project is divided between the Crimean authorities, the Ministry of transport and the MAYOR. Deputy Prime Minister proposed to retain the existing management arrangements, the Minister of economic development supported him.

Kozak noted that the road Kerch — Simferopol is currently in the design stage, which was frustrated by the timing because unscrupulous designer. According to the Vice Premier, currently is a contract with a new designer. Putin asked, “how much money “Schumacher” unscrupulous designer. On it the head of the Crimea Sergey Aksenov said that the money he did not pay, however, the organization which broke the contract, requires the court through the money — 280 million rubles.

The President was bewildered by the fact that the Federal target program on Crimea’s development, which included a road construction project, the MAYOR is responsible for execution of works as the Ministry is overseen by the Ministry of transport and works for choosing a contractor assigned to the Crimean authorities. “We need to establish some intelligible, clear and easy controlled operation. What you now said, we failed, we failed, we will work with those or with these, is a road to nowhere,” the President said.

Putin on Friday 18 March in Russia celebrated the second anniversary of the annexation of the Crimea — arrived to the island of Tuzla, which built the bridge across the Kerch Strait. Trip to the Peninsula the head of state first inspected the construction site from a helicopter. The construction of the crossing he called historic mission. “Our predecessors understood the importance of this bridge between the Crimea and the Caucasus and have long sought to implement this project. Let’s hope that we will fulfill this historic mission,” the President said.

The General contractor for the construction of a bridge across the Kerch Strait in January 2015 without competition was appointed “stroygazmontazh”, 100% controlled by Arkady Rotenberg. According to LifeNews, during the inspection of the Kerch ferry the President talked with the workers who work at the construction site of the bridge. They asked the President to make a joint photo. Putin agreed, and asked those in attendance Arkady Rotenberg to join in with the words: “Archie, come here, don’t hide. If anything, ask to be with you.”

Meanwhile, the journalist of “Komsomolskaya Pravda” Dmitry Smirnov has posted in his Twitter photos. According to him, the President said Rotenberg: “Come here, you’re the Builder!”
