Moscow. March 17. The administration of the Russian President asked the government to conduct a comprehensive analysis of U.S. trade restrictions against Russian goods from the point of view of more active use of the tools of the WTO, said a source in the financial-economic bloc of the government.
The source said that a proposal on the revitalization of the WTO instruments were made by the expert management of the President of the Russian Federation. It sent the proposal to control management of the President, monitors the execution of instructions of the President, and that, in turn, forwarded the initiative to the government office asking him to instruct departments to consider the position of the expert Department.
Expert control has formulated its proposals, having considered the report of the government on the issue of eliminating discriminatory restrictions on the supply of Russian goods in the US (which the Cabinet is working in accordance with the instructions of the President of the Russian Federation from August 2012).
The expert management noted that the US continues to apply antidumping duties against Russian manufacturers of mineral fertilizers (urea and ammonium nitrate), products of the steel industry (hot rolled steel and silicon metal).
In relation to plate steel and uranium products from Russia used the Russian-American agreement on suspension of anti-dumping investigations (manufacturers take voluntary limits on price and deliveries for the non-use fees).
Expert Department reminded that in 2014 the American side came out of a similar agreement on hot-rolled steel, resulting in an anti-dumping duty on Russian products was 185%.
The expert management of the President believe that almost all of these discriminatory measures were taken without regard to status as a market economy and have signs of violation of the obligations to Russia as a WTO member.
The source noted that the government has already sent in the beginning of the week appropriate instruction to the relevant agencies, including the Ministry of economic development, which is responsible for foreign trade and WTO.
