A draft of the order on closure of accounts abroad by employees of FSB


According to the document, the FSB, including their spouses and minor children, shall stop the storage of cash and values in foreign banks located outside Russia.

MOSCOW, 16 Mar. Draft order of the Director of FSB of the Russian Federation, which requires the Agency staff, their spouses and minor children to close accounts and deposits in foreign banks abroad within three months from the date of entry of the normative act in force.

On Wednesday at the state portal of legal information posted the draft order of the Director of FSB of Russia Alexander Bortnikov “About the timing of the closing of accounts (deposits), cease storage of cash and values in foreign banks located outside the territory of the Russian Federation and (or) alienation of foreign financial instruments”.

“To determine that: the officers of the Federal security service, their spouses and minor children are obliged to close accounts (deposits), cease storage of cash and values in foreign banks located outside the territory of the Russian Federation and (or) to carry out alienation of foreign financial instruments, unless otherwise stipulated by decision of problems operatively-office activity, within three months from the date of entry into force of this order”, – stated in the project document.

The security personnel performing military service or working abroad, their spouses and minor children are required to close their foreign accounts to the departure on the territory of the Russian Federation.

The order will also be obliged within three months to close the inherited accounts and deposits in foreign banks, unless otherwise stipulated by decision of problems operatively-office activity. On receipt of such inheritance, as well as about the impossibility of closure of the account in connection with his arrest by the competent authorities of a foreign state will be required within 10 days to report to the head having the right to issue orders on staff.

The document obliges the closure of foreign accounts to report to the chief in writing with the submission of supporting documents. Copies of them will join the personal Affairs of employees of the security agencies. Leaders should ensure that consideration at meetings of certification commissions in each case of default by the FSB, their spouses and minor children the requirements of the order.
