In Russia will create a Fund for the promotion of domestic software in the West

The new Fund

The Ministry of communications published a draft decree of the government, which proposes to create the Russian Fund of development of information technologies (RFIT) to support and promote Russian software. The document was posted on the portal March 17. The Ministry of communications offers to give RFRA status of Fund of support of scientific, scientific-technical and innovative activity. The Agency wants to transfer to the new Fund shares of OJSC “rosinfocominvest” and JSC “Special economic zone “Innopolis” (see reference).

The Fund must become a specialized development institution in the field of IT: he would exercise the functions of the “center of monitoring and competence” of import substitution. The Fund will receive from the budget 5 billion rubles “subsidy in the form of asset contribution”. As previously reported, the money the government expects to receive from funds raised at the auction of LTE frequencies. The Fund establishes a moratorium on repayment of principal up to 5 years.

The organization will be able to provide grants to projects for the development of software, including open source for import substitution of foreign solutions such as “mobile operating system” (OS), “database management system”, “enterprise operating system”, “management tools for cloud infrastructure and virtualization”. In addition, the Fund will Finance measures to support the export of Russian software (in the amount of up to 5% of subsidies, or RUB 250 million) and allocates up to 50 million rubles for the formation of the competence center for import substitution and monitoring of the procurement of IT products in the public sector.

OJSC “rosinfocominvest” is a state investment Fund, attracted 1,45 billion rubles from the budget in 2006. Priority projects

The procedure and conditions of funding for all events will determine the Board of Trustees of the new Fund in consultation with the Ministry of communications, the document says. The Chairman of the Board of Trustees shall appoint the President of Russia Vladimir Putin.

It is planned that the Fund will elect in 2016 20-30 projects on the development of competitive Russian software localization and promotion abroad with the co-financing of not less than 6 billion rubles in 2016-2017. This will allow, as calculated in the Ministry of communications, to increase sales of the Russian software abroad worth at least $30 million in 2017 and $40 million in 2018. And to save on the procurement of software 2 billion rubles in 2017 and 3 billion rubles in 2018 from the Federal budget, 5 billion roubles in 2017 and 2018 from the funds of companies with state participation.

Priority projects for the import substitution of the Ministry of communications has selected in June 2015.
