The Russian authorities will react by creating new mechanisms to combat the financing of terrorism in connection with the increasing terrorist threat, writes “Kommersant”. As told the sources familiar with the situation, when the Central Bank created the experimental group of the largest Russian banks, which will be produced in these schemes.
The mechanism was agreed by Rosfinmonitoring and the Central Bank following discussions with the business community. Discussions about its creation began after several meetings of the intergovernmental Group of financial action against money laundering (FATF), after the explosion of a Russian airliner over Egypt and the terrorist attacks in Paris. Firesides of the countries participating in the FATF, including Russia, has instructed to develop measures to identify operations for the financing of terrorism. First of all we are talking about the definition of criteria for such operations.
As found “Kommersant”, the suspect will be considered, which has several features. The first is the purpose of the payment. Thus, the suspicion may cause the acquisition of goods for active rest and medication. “Individuals who perform such operations, with high probability buy your equipment to participate in hostilities”, — explained the Agency interlocutor. Such people may require treatment for the wound, but they can’t go to the health facility, therefore they have to buy medicines.
Another criterion is a characteristic of the sender of the payment, including his circle of friends. The third feature is the conduct of operations in areas with high terrorist activity. Who will make these lists and notify bankers, is unclear.
The operation is considered suspicious only if the aggregate of all the criteria. Presumably, due to such symptoms will be able to identify the militants recruitment centers and organizations that provide assistance to terrorists. To customers, whose actions fall under the criteria of the pilot phase will be raised to the attention of the competent authorities.
“It [the Bank] must notify the Federal service for financial monitoring, which will compare the received information with its own database, will query the law enforcement authorities, and then transfers the data to the FSB and the Investigative Committee”, — said the Agency interlocutor.
