The Ukrainian deputies have come up with a way to appoint a new government

The coalition for two

The bloc of Petro Poroshenko (BPP) and “popular front” Prime Minister Arseniy Yatsenyuk began talks with MPs of other parties on accession.

Faction consciously took the path of increasing their number to create a coalition of the two factions and joined her deputies said members of the PPB Mustafa Nayem.

Now the BPP and people’s front MP 222 for two (141 81 and MP, respectively). For the majority in the Rada (226) they lack only four people.

The first talks faction held with several MPs who have abandoned the faction “Self-help” of Lviv mayor Andriy Sadovyi. On 31 March they were present at the meeting of the President’s faction, wrote in his Facebook MP from the PPO Sergey Leshchenko. On Thursday evening two of them, Pavel Keskar and Viktor Kryvenko, already became a part of the faction PPO

Leshchenko against this method of formation of the coalition and called willing to join BPP “carcasses”. So used to be called deputies, attached to the coalition with Party of regions of former President Viktor Yanukovych. According to Leshchenko, the current transitions contrary to the decision of the constitutional court, which requires to enter only in a fraction on the list elected.

BPP and people’s front still held their numbers to a necessary for the formation of the coalition, says Ukrainian political scientist Vadim Karasev. According to him, the voices can give the deputies of the party DILL Igor Kolomoisky, working in the Parliament in parliamentary groups not included in the coalition. Kolomoisky is beneficial to the post remained the Minister of internal Affairs Arsen Avakov, and early elections would benefit the Opposition bloc that it is not beneficial, says Karasev. Industry experts predict that the coalition will be formed and approved by the Prime Minister Groysman, but this will not happen before mid-April, when the President returns from a trip to the USA and Japan.

The Chairman of the faction PPO Yuriy Lutsenko told journalists that does not exclude the formation of larger factions already by Thursday evening.

Two for the premiere

The new coalition necessary to overcome the parliamentary crisis and the new government. President Petro Poroshenko hoped that the new Prime Minister and the government the Parliament will approve this week.

Now in the Parliament is not enough votes for dismissal of the current Prime Minister Arseniy Yatsenyuk and Poroshenko under the Constitution to dismiss him.

Yatsenyuk said that he refused to resign, as it will be known which program will have a new government who will head it, and while in the Parliament a coalition that will vote in support of the new Cabinet and the program.

Representatives of the presidential faction had already announced who they see as the new Prime Minister — Chairman of the Parliament Volodymyr Groysman. Negotiate the PPO and “Popular front” Yatsenyuk about the new coalition are now.

In the existing since the end of 2014, the ruling coalition consisted of five factions: the Bloc of Petro Poroshenko, “popular front”, “Samopomich”, the Radical party and “Batkivshchyna”. “Batkivschyna” and “Samopomich” left the coalition after the VR did not have enough votes for Yatsenyuk’s resignation. Radical party Oleg Lyashko announced the release earlier.

“Batkivschyna” and “Samopomich” while refusing to form a new coalition with its old partners. 31 March of the faction “Block of Petro Poroshenko” and “Self-help” held talks, which ended inconclusively. “We asked colleagues their position in the coalition and the government. They said that in a coalition they do not go”, — said the Deputy head of the faction PPO Alexey Goncharenko after the meeting, reports portal

According to Goncharenko, “Self-help” are ready to sign a partnership agreement with the coalition. As explained by the Deputy of the faction “Samopomich” Yegor Sobolev in his Facebook, his faction is ready without joining a coalition to support Vladimir Groisman on the post of Prime Minister when performing multiple conditions. “Self-help” in addition to the dismissal of Prosecutor General Viktor Shokina (it was held on March 29), requires the appointment of an independent composition of the Central election Commission and the adoption of the law on the election of the next Parliament which would ban political advertising and imposed elections on open party lists.

The terms “Fatherland” its deputies announced earlier: the faction requires to adopt 18 laws, including those contrary to the demands of the International monetary Fund.

Officially, the disintegration of the ruling coalition not Pleased announced: party Lyashko even though I withdrew, but did not do so formally. If it was stated about the collapse of the coalition, the Parliament will have 30 days to form a new one. If deputies do not form a new coalition, the President may declare early elections.

President Poroshenko said many times that to overcome the government crisis should without early elections. The elections will further delay the implementation of reforms and measures needed for international aid, he argued. Early elections are not favorable to the President, since his party is not the most popular, plus it will postpone the formation of a government and reforms, I agree Karasev.
