“Political heavyweights” will be sent to the state Duma from other regions

The management of “United Russia” decided that many representatives of the parliamentary leadership needs to change the regions which they now present, said a source in the party confirmed its General Council Secretary Sergei Neverov. According to sources , the MPs who are referred to as “political heavyweights”, who have applied to participate in the primaries in new territories, as in the case of successful performances in the preliminary vote will take top ranks in election lists for those regions (question of single-member constituencies shall be determined separately).

New regions

The interlocutors in the party spoke about several prominent United Russia, which they intend to present in Parliament a new region.

The Chairman of the Committee on education Vyacheslav Nikonov will apply to participate in the primaries in the Nizhny Novgorod region (Nikonov confirmed this information). He was born in Moscow and is now in the lower house of the capital.

The head of the Committee on budget Andrey Makarov five years ago he was elected from the Nizhny Novgorod region, but this time will apply in Ryazan. First Deputy Chairman of the budget Committee Gleb Khor will take part in the primaries on the Saratov region. In the current Parliament he ran from the Krasnodar region.

Change the region and many years Chairman of the Committee on civil and criminal legislation Pavel Krasheninnikov. This weekend he showed up to the primaries in the Sverdlovsk region, although it is still represented in the state Duma of Bashkortostan.

The Chairman of the Committee for Federal, Deputy Secretary General Council of United Russia Viktor kidyaev will run from Mari El. In the current convocation it is the Tambov region, and before that worked in Mordovia.

Another Deputy Secretary of General Council of “United Russia”, Vice-speaker of the state Duma Andrey Isaev participated in the primaries in Udmurtia. Still he represented in the state Duma Moscow.

Earlier, Secretary of the General Council “United Russia” Sergey Neverov has applied to participate in primaries in the Smolensk region. He is a native of Kemerovo, and in the current Duma represents the Altai.

First Vice-speaker of the state Duma, the former Deputy Prime Minister Alexander Zhukov participated in primaries in the Novosibirsk region, although is now Kaliningrad, and was born in Moscow.

United Russia decided to maintain current regions in only three of their leaders. Speaker Sergei Naryshkin is still going to work in the Leningrad region, where, as previously reported by sources that he may lead the list. The leader of the Duma faction United Russia Vladimir Vasiliev participated in the primaries in the Tver region, which he represents now. And Deputy Secretary General Council of United Russia Sergei Zheleznyak will soon submit documents for Moscow, where he ran five years ago.

Special strategy

This is an internal party strategy, its development is the need to strengthen “political heavyweights” those regions that need human reinforcements during the election campaign, said Neverov. According to him, these MPs in case of victory in the primaries and the election to the Duma and lobbying to strengthen the resources that will allow effectively to solve social and economic problems of inhabitants of these regions.

Makarov as the chair of the budget Committee could help to address the budget of the Ryazan region, so he will replace the Nizhny Novgorod region, cites the example of another source in the party. And so as not to weaken Nizhny Novgorod there is directed Nikonov, especially because it is a major educational center and the Chairman of the Committee on education relevant to this area, adds the source.

Isaev, Vice-speaker is responsible for social issues, said he decided to participate in the primaries in Udmurtia after the party and trade unions. In this region the significant role played by the military-industrial complex, especially important socio-economic well-being of citizens, says Deputy. There have recently decreased the number of trade unions, and Isaev, he said, would help to halt this process.

There are certain problem areas that need curators-mentors from among the most strong of deputies, says political analyst Konstantin Kalachev. Somewhere they are needed because of the weakness of the local branch, somewhere there is intra-elite conflict, and where-that in principle the party has problems with the rating, he says. “For example, in the Smolensk region, the party had been receiving poor results. and the Governor there is not United Russia. So you need Neverov. Or in the Udmurt Republic the “United Russia” relatively low rating, and the head of the region is not an absolute authority, therefore, directed Isayev,” — says the expert.

Instead of governors

In these elections, the governors will follow the party lists in a small number of regions, reminds Nikonov. “Basically, the list will pull deputies from among the party leaders, Vice presidents or heads of committees. All go where people are from,” he explains.

Earlier, the interlocutors in the party said that the areas where the lists will be headed by the governors, will be no more than ten, and these elections will be different from campaign 2011. Then in many regions, United Russia led the officials — the governors or members of the government, but they are unable to bring the party to high interest rates.

Apparently, now there is a desire to cutting red tape campaign, to make it more lively, so it will be a combined strategy — in some regions, the lists will lead the heads of the regions, and the remaining deputies from among the Duma’s leadership, political scientist and member of the Supreme Council of “United Russia” Dmitry Orlov. “By itself, the status of the head of the Committee or the Deputy speaker is not a competitive advantage, says political scientist Yevgeny Minchenko. But all depends on the person”.
