Stock prices for gasoline grew by nearly a quarter

Stock prices for gasoline in the first quarter of 2016 increased by more than 20%. This writes the newspaper “Vedomosti”, citing data from the Saint-Petersburg international Mercantile exchange (SPIMEX).

According to the report, the cost of gasoline Regular-92 rose by 22.3% to 39 731 RUB/ t, Premium-95 — 23% to 41 569 rbl./t. For comparison, in the first quarter of 2014 and 2015 the exchange, gasoline prices grew just 11-12% and 5-6%, respectively, results in the publication data from the survey Agency “Analysts commodity markets”.

The Agency experts note that such a price level is rather typical for the early summer. Present jump of the prices they are mainly linked with the growth of excises on gasoline.

From April 1, in Russia came into force a re-increase of excise duties on gasoline and diesel fuel this year. The first increase was on 1 January. So, the excise rate on petrol from April 1 increased by 2 rubles. per liter (10 to 130 thousand rubles per tonne), diesel fuel — by 1 ruble. per liter (5 to 293 thousand rubles per ton).

As previously estimated, the Ministry of Finance, as a result of increasing excise rates retail price of gasoline could rise by 6.5–7%.

The Agency expects that the increase in fuel excise taxes, the budget will additionally receive to 89.3 billion rubles in 2016. General inflation, according to various estimates, will grow because of this, 0.3,-0.4 per cent.

In mid-March, the head of FAS Igor Artemyev warned that the Agency discusses the issue of warnings to the oil companies because of rising stock prices for gasoline. “In football, show yellow card,” he said. Artemyev said that the FAS are concerned, “some growth of stock quotes”. “This manipulation or is it a natural reflection of the situation on the market? We look at all these issues. So to say that we are some emergency measures being adopted is premature,” he said.
