The government is offering to the new year to limit the possibility of obtaining the so-called social grants. Tuesday, April 5, officials in the Duma introduced amendments to the education act that will toughen the procedure for obtaining social grants for specific groups of students. The amendments developed in the Ministry of education also clarify and limit the categories of students who may receive social scholarship.

All or nothing

Now for students studying at the expense of the budget, there are several types of scholarships: state scholarship for academic excellence, nominated for progress, state social scholarship, scholarship of the President and the Government for achievements, scholarships, scholarships from individuals and legal entities. Academic scholarships are awarded for good performance.

Social scholarship a student may receive simultaneously with the academic, said the representative of the Ministry of education. Social scholarships are awarded to orphans, disabled, exposed to radiation, served in the internal troops, FSO, or the FSB, “or entitled to receive state social assistance” and other categories of citizens, now it is written in the law “On education”. The current wording in the education act “does not establish the actual identity of the students in the category of persons recognized as poor and needing social assistance,” reads the explanatory note to the bill. In 2014, the social allowance was received 69.4% of those who received it and the social support of the state. In 2015, this share increased to 72.9%. Just a social grant, according to the Ministry of education, receive 240 thousand students (out of 5.2 million students enrolled in Russian).

Now the receipt of state student financial aid for the poor becomes “a certain guarantee that the student really is poor and needs support from the state, including in the form of social grants”, according to the government.

“When the government says that some students are abusing, trying to get a social grant, I don’t really believe that students will do to get a couple of thousand. But if you do, they really are in dire need,” says the Deputy Chairman of the Duma Committee on education Oleg Smolin (CPRF).

For the portion of students receiving social grants is one of the possibilities to increase income. In 2015, the amount of social scholarships was 3,600 rubles. The basic grant assigned by the state for academic progress, is 1300 rubles. Universities under the education act may be spent on material support to needy students to 25% of the scholarship Fund. In the Ministry of education propose to allocate financial assistance not only to students, but graduate students, residents, nursing staff-interns and trainees. The bill also clarifies the concept of the scholarship Fund and its sources: the developers of the amendments argue that the current law does not contain this. As follows from the explanatory note, in light of the indexation of the scholarship Fund in 2013 -2015 years the size of payments in the new academic year will not be reduced.
