Criminal activity “quasicollective” should be terminated, but the tool for collection of debts is normal. This was stated by the President of Russia Vladimir Putin, answering questions during a media forum of the popular front.
“The activities of criminal quasicollective got to stop,” he said, pointing to the need to combat “lawlessness” in this field. He did not specify what exactly someone has in mind when talking about “quasimolecular”.
When is Putin noted that normally applies to regular collectors. “This kind of activity as work on debt is used in many countries, this is a normal tool in market relations, and not, of course, to people irresponsibly treat the receipt of money and not thinking about how they will pay,” Putin said (quoted by TASS).
Earlier Thursday, the deputies of the Council of people’s deputies of the Kemerovo region has banned in the region the activities of collectors. They adopted the law “On urgent measures on counteraction of collection activity (activities to repay debt), violate the rights and legitimate interests of individuals”. Yesterday the Governor of the Kemerovo region Aman Tuleyev has charged to deputies to pass a bill.
April 5, the Prosecutor General’s office reported that four men attacked a family of women who have benefited from microcredit, but were not able to repay the debt. The victim said that collectors demanded 240 thousand rbl. for repayment of loan, which amount was initially $ 5 thousand rubles, stole a mobile phone, beat her husband and child, and with her “made violent acts of sexual character.
After the attack was a criminal case under part 1 of article 132 of the criminal code of Russian Federation (violent acts of sexual character) and part 3 of article 162 of the RF criminal code (robbery committed with penetration into the dwelling).

It sets the rules of interaction of collectors with debtors — in particular, limits their communication. Personal meetings should take place no more than once a week, reads the paper, calls the debtors are permitted to do no more than twice a week. Communication with them from 22:00 to 8:00 on weekdays and from 20:00 to 9:00 PM on weekends is prohibited.
