Putin asked to check the legality of the prosecution of the owner of Domodedovo


Authorized under the President of Russia for entrepreneurs ‘ rights Boris Titov wrote a letter to the head of state Vladimir Putin, which asked him to initiate check of legality of criminal prosecution of the owner of the Domodedovo airport Dmitry Mason and former managers of enterprises of the airport complex Danilova, Nekrasov and Trichinae. A copy of the letter has been made available .

In a letter to Titov notes that an appeal to him has written to choose the defendants, and submits a copy of their circulation.

Unfounded criminal prosecution of managers Domodedovo, writes Titov continues, despite the measures taken to reduce pressure of law enforcement bodies on business. The Ombudsman notes that the obligation for carrying out control measures at the entrance to the airport building “is vested in the bodies of internal Affairs”, so the lack of proper screening of talking about the dereliction of duty of law enforcement officers and “cannot be blamed concerns of the airport”. This position is confirmed by the entered into force decision of Arbitration court of Moscow, says Titov.

He also recalled that the Prosecutor General’s office has repeatedly made demands to stop criminal prosecution against officials of Domodedovo “in connection with absence in their actions of structure of a crime and the cancellation of the chosen measure of restraint”. However, according to the Ombudsman, the criminal prosecution continues.

Criminal case under article 238 of the RF criminal code (rendering services not meeting safety requirements, entailed death more of two persons) was initiated in April of 2015. From February 2016 the Mason and Trishina are under house arrest, Danilov and Nekrasov is under arrest. According to investigators, in 2010 the managers of Domodedovo unduly simplified the procedure for inspection of citizens at the airport that enabled the terrorists to carry on 24 January 2011 in the airport building a bomb and detonate it, resulting in 37 people were killed, 170 were wounded.

Protection of the owner of Domodedovo and the Prosecutor tried to challenge the legality of the criminal case against Mason in the Domodedovo city court, but on March 24, the court refused to consider the complaint, deciding that the issue should be considered by the Basmanny district court.
