In the new draft agreement on freezing the level of oil production contains the condition that all OPEC countries have to join the agreement, reports Reuters, citing informed sources. This means that in order to make the agreement work, must join the Iran and Libya, which had previously ruled out the possibility of freezing the production.
Negotiations in the Qatari capital Doha were supposed to start at 9:00 local time (coincides with Moscow), but as of 14:20 has not yet started. The reason was the request of Saudi Arabia to make changes in the already prepared a draft agreement to freeze production. “Saudi Arabia has changed all this morning. They want the agreement has been signed by all members of OPEC”, – explained the interlocutor of the Agency Reuters.
Iran does not intend to join the agreement, while not increasing oil production to 4 million barrels per day from the current of 3.29 million barrels. Tehran has ignored a meeting in Doha. The Saudi authorities earlier repeatedly declared, that an obligatory condition of freezing of oil production is the participation of all major oil producers, including Iran.
On April 16, the day before the start of the negotiations the media was able to see the draft Treaty. It included the freezing of oil production until October 1, at the level of January 2016. The agreement also envisages holding of a new meeting devoted to the level of oil production — it is scheduled for October 2016 in Russia.
