Cellular operators have reduced some roaming rates


Information-analytical Agency Content Review examined the roaming tariffs of “VimpelCom” (brand Beeline), MTS and MegaFon. Experts analyzed the cost of calls, SMS and mobile Internet when traveling Russians in 20 countries (for details on research methodology see incision). Was accounted for as basic rates of the operators and the cost of services included with additional options.

At the request of the Content Review compared the results with data from similar studies that were conducted in the spring of 2015 (changed only three countries instead of Turkey, Egypt and China now are analyzed Germany, Spain and Estonia). Beeline became the leader of both the lower prices on basic rates and the increased cost of additional options. MTS for the year reduced basic and optional rates in some countries, but increased in others, and “MegaFon” raised the price of the cost options, while maintaining standard prices.

In the Content Review named “Beeline” “the most favorable” by the operator in roaming. The maximum decline the company held for subscribers who are traveling to India: calls and SMS has fallen in this country is 46%. In the beginning of April 2016, the operator has cancelled more options in roaming now all subscribers traveling abroad to pay for the communication at base rates, and the cost of 20 minutes of talk time (200 rubles) will be charged for the first call. The representative of “VimpelCom” Anna Imasheva insists: batch model “has worked well in roaming”. She did not say whether the company with the results of the study, adding that it “needs more detailed analysis.” Survey methodology Content Review Imasheva did not comment on.

MTS the results of the study proved to be the most expensive for subscribers in roaming. For the year value of options on calls and messages MTS has risen in nine countries (increasing from 5 to 41%) and fell in six (the maximum reduction is 19% in India). While MTS is the only one of operators “the big three”, who have reduced the prices for mobile Internet in roaming in some of the countries investigated (for example, in Belarus — 29%, in Armenia — 64%). In addition, in some countries, MTS dropped base rates for all types of services, stronger competitors: for example, in Armenia, Belarus, Kazakhstan and Kyrgyzstan they declined 28-83%, estimated in Content Review.

Users MTS de facto there is no base price for Internet, said a company spokesman Dmitry Solodovnikov. According to him, all new users since 2014 when you travel abroad “by default use a special traffic package for travel”.

MegaFon, as follows from the results of the study, increased the cost of options for calls and TEXTS in 17 countries, the costs of subscribers on the basic tariffs remained at the same level. The maximum increase in the value of the operator’s proposals was 20% in Azerbaijan, Georgia, Kazakhstan, Kyrgyzstan, Tajikistan and Uzbekistan. On the performance of MegaFon in the study was affected by new conditions roaming tariff option, which gives you 40 minutes of incoming calls a day for a monthly fee of RUB 59 — previously, the company offered 30 minutes for 39 rubles. Option makes the operator “attractive for those who want to stay available for calls abroad”, although “voice services in roaming are interested in fewer subscribers”, said the head of the Content Review Sergey Polovnikov.

The representative of “MegaFon” Yulia Dorokhina denies the words of the author. In the far abroad among the customers of the operator of the amount of incoming calls for the year increased by 20%, therefore the company has increased the number included in the option minutes 30 to 40.

And Solodovnikov, and Dorokhina do not agree with the methodology of Content Review. According to the representative of MTS, it is “chosen to show the advantages of one operator to the detriment of others, and the “package” that spends imaginary user, confusingly reminiscent of the settings for roaming “Beeline”. The methodology “taken from the ceiling and seemed designed to justify the recent controversial changes to its roaming policies of one of the participants of the market,” Dorokhina said. How was the study conducted

The Content Review experts analyzed the costs of subscribers “the big three” for roaming in 20 countries in April of 2016 and compared them with last year’s data. Is the CIS countries (except Turkmenistan), Bulgaria, Germany, Georgia, India, Spain, Italy, Macedonia, Serbia, France, Czech Republic and Estonia.

Based on the tariffs of the Moscow region, the estimates are based on the expenses for a seven-day trip, in which the subscriber makes seven home incoming calls of two minutes each, three outgoing call for two minutes each, 19 sends SMS daily and consumes 39 MB of mobile Internet.

This is the average profile of consumption of roaming services, it was compiled on the basis of non-public data operators a year ago, says the head of the Content Review and the author of the study Sergey Polovnikov. Since then, the consumption profile is not changed to allow comparison.
