Experts have recorded a sharp increase in the number of labour disputes in Russia

The center for economic and political reforms (CEPR) presented a report on the socio-economic situation in the country, which provided data on the number of labour conflicts in Russia in March 2016.

Under labour experts CEPR mean delay and lower wages, expected and actual layoffs, reductions of working time, as well as protests, strikes, pickets, rallies. The monitoring was conducted on the basis of media reports.

In March, the situation with the labor conflict escalated, was recorded by the experts. In capr revealed 97 cases of new conflict, one of them defected to the labour protests – 26. For the previous two months — January—February 2016 revealed 132 cases of conflict, among them 18 protests.

From January 2016 documented 229 cases of conflict (actual labor protests — 44) in 69 regions.

Experts note that the crisis (inflation, devaluation, etc.) has affected the economically active population. According to the Ministry of labor, which lead to CEPR, the number of unemployed citizens registered with employment services, from January to March increased by 7%.

According to Rosstat data for January 2016, the unemployment rate was 5.8%, the number of unemployed in February 2016 to February 2015 rose by 0.4% (19 thousand people). Among the unemployed the majority of urban residents (65.9 per cent), a significant proportion of young people up to 25 years (22.5 per cent).

The situation of the working population deteriorates, and growing wage arrears. By the end of the first quarter of 2016 wage arrears, according to Rosstat, there were nearly 80 thousand employees. According to the latest data of the state statistics, which were published on 18 April, the amount owed for the month increased by 35.4%, reaching 4 billion 471 million.

As experts point out capr, the most acute situation of labour conflicts has developed in Moscow, Samara, Sverdlovsk, Chelyabinsk and Smolensk region. Followed by Krasnoyarsk, Rostov, Nizhny Novgorod, Voronezh, Ivanovo, Lipetsk, Ryazan oblast, Chuvashia, Primorsky Krai.

Last monitoring are among the worst from the point of view of the socio-economic situation was also mentioned Perm, Transbaikalian and seaside edges, the Astrakhan, Volgograd and the Bryansk region.

In capr predict that wage delays will be and in budgetary establishments, and also expect a new wave of ‘optimization’ States. Optimization is obviously unpopular measure, so it will inevitably lead not only to massive cuts in the public sector, but also to a deterioration of the availability of services provided by budgetary institutions to the population.

The growth of the labour protests, deteriorating economic situation in large enterprises and in certain sectors of the economy and regions are fixed and the trade unions. “We know about spontaneous speeches, hunger strikes, spontaneous pickets, in some cases there were attempts classes of enterprises in support of their demands,” said the Chairman of the Confederation of labour of Russia (KTR), member of the presidential Council on human rights Boris Kravchenko.
