Moscow. April 27. The Finance Ministry is considering the possibility of imposing excise tax on sugary drinks and e-liquid for electronic cigarettes, to the introduction of excise duties on palm oil attitude “cautious”, told reporters Deputy Minister of Finance of the Russian Federation Ilya Trunin.
“Sugary drinks, e-cigarettes. We are considering this now. There will come the time of submission of proposals on taxes for next year – we will formulate,” said he, answering the question of what “bad” foods still plans to levy excise duty.
“We are referring to drinks that contain sugar are not necessarily carbonated, by the way. We must decide that we want to tax all drinks that contain sugar or sugar which contain more than a certain fraction of… In the electronic cigarettes use a liquid, we impose that the fluid,” explained the Deputy Minister.
Speaking about the possible size of the rate of excise Trunin noted that “of course, it should be less than for alcohol or beer, otherwise there will be weird”.
“Regarding the excise tax on palm oil we are cautious attitude… Palm oil is considered, but concerns were expressed by the President, we also came to the same conclusions – Yes, you can impose, but there are plenty of counter-arguments. The problem with palm oil is not that it is more harmful, and that it is added to products and do not inform the consumers. To solve this with a tax is impossible,” – said the Deputy Minister.
