The Verkhovna Rada of Ukraine adopted the bill amending the legislative acts concerning the activities of the Prosecutor General of the country. Requirements applicants for this position deputies excluded norm about the need to have higher legal education and work experience in the Prosecutor’s office.
In a statement on the website of the Ukrainian Parliament said that the bill was supported by 258 deputies. According to “Ukrainian truth”, before the vote in Parliament was a heated discussion, heard shouts of “shame”.
At the end of March the Verkhovna Rada has sent in resignation of the Prosecutor General Viktor Shokin, who did not heed the call of the President of Petro Poroshenko to leave his post. Even before the MPs started collecting signatures in support of appointment to the post of Prosecutor General, the head of the faction “block of Petro Poroshenko” Yuriy Lutsenko. In addition to colleagues Poroshenko’s readiness to support his talking in the faction “people’s front”.
Lutsenko has no legal education and work experience in the Prosecutor’s office. Back in March, Parliament tabled the first version of the amendments abolishing this requirement for a candidate for the post of attorney General. The amendments were to be considered in Parliament on 21 April, but the deputies refused to include them in the agenda, reminds TASS.
Two days ago, on 10 may, the Parliament lacked only two votes to accept the previous version of the bill, “it is written under Lutsenko,” says the Agency. On may 11 the Verkhovna Rada registered two new draft law, one of which was eventually adopted. Against the adoption of the amendments was made by the head of “Batkivshchyna” Yulia Tymoshenko and the leader of Radical party Oleg Lyashko.
“It is impossible under the names and under personality to shape the rules and regulations. Correspondence condemnation will be applied on the 32 articles of the Criminal code, including article 191, which can get any. It creates such a mechanism in the country, when people will have the right to defense in court. What are you doing?” — resented at the meeting of the Parliament, Tymoshenko (quoted by the Agency “Interfax-Ukraine”).
Agree approved the bill, the attorney General now may become a citizen of Ukraine who has higher education and work experience in the field of law or experience in legislative or enforcement authority at least five years, says the Agency. The law will come into force from the date of its publication.
On the eve it became known that Poroshenko has cancelled a visit to Britain because of the situation with the election of the attorney General, after the Verkhovna Rada failed bill allowing Lutsenko to head the state office of public Prosecutor. Poroshenko planned to take part in the anti-corruption summit in London.
