Criticism of the initiative in its current form is provided in response to the bill signed by Deputy Minister of energy Vyacheslav Kravchenko (have). If the bill is not amended, then under its action if adopted will fall within the Association “NP market Council”, the document says. The market Council is a company providing wholesale and retail electric energy and power (previously non-commercial partnership “Administrator of trade system”). The Council was created in 2001 in accordance with the decree of the government № 526 of 11 July 2001 “On reforming electric power industry of the Russian Federation”. Members of the partnership should be all subjects of the wholesale electricity market.

The market Council is controlled by the government, participating in the work of its Supervisory Board.
“Thus, representatives of public authorities — the State Duma, Federation Council, Russian Ministry of energy, Ministry of economic development of Russia, FAS Russia will participate in the work of the organization, which in accordance with the bill may be recognized as a foreign agent”, — complains in the opinion of the Deputy Minister Kravchenko.
Consequence of the recognition of the “market Council” foreign agent, it will destabilize the regulation of electricity markets, the document says, as well as reputational damage.
