The self-proclaimed head of the Donetsk national Republic Alexander Zakharchenko Monday announced that in autumn in Donetsk can go public primaries, which will determine the candidates to participate in local elections. “In the course of public primaries residents of the capital of the DNI will determine the most worthy candidates for participation in local elections, envisaged by the Minsk agreements”, — said Zakharchenko, quoted by the Donetsk news Agency, the official Agency of local government.
An Agency source close to Zakharchenko said that he had decided to hold primaries after a meeting with Russian presidential aide Vladislav Surkov. The meeting was held on Sunday evening in Donetsk (does not specify whether referring to the capital of the DNI or the town in Rostov region), says the Agency. The idea of the public primaries came from Zakharchenko, and Surkov, approved it and is going to recommend its implementation in the LC, according to the Agency.
Zakharchenko said that primaries can take place in September-October and local elections can take place at the end of this either in the first half of next year.
The conduct of the primaries Zakharchenko explained the intention to be ready for the elections. “We should be fully ready to open the election campaign with any number of international observers. We need strong candidates who can win demagogues and oligarchs that Kiev regime will send to deceive our people. For the selection of the strongest candidates we need primaries” — quoted Zakharchenko DAN.
Kiev and the United States insist on the holding of local elections under the Ukrainian legislation. However, to agree on the parameters of the elections for almost half a year failed. According to the proposed last year, the DNI and the LC election law, parties to participate in them will be banned and elections will be held in single-member districts. So the primaries are called public, indicates a source close to Zakharchenko.
Director of the Russian Centre for political conjuncture Alexei Chesnakov I am convinced that the primaries are not contrary to the Minsk agreements, as they rightly are not considered republics as a signal for the cessation of political life in Donetsk and Lugansk. He did not rule out that Kiev could adversely react to the holding of such primaries. But Kiev, according to the expert, ready to use any pretext in order to provoke a conflict.
After in 2014, in DND and LNR election of heads of self-proclaimed republics, Kiev has refused to negotiate, and in the Donbass resumed hostilities, which were halted after hours of negotiations leaders “channel four” in Minsk in February 2015.
Proposed Zakharchenko, the primaries are a method of pressure on Kiev with the purpose to intensify the adoption by Parliament of the law on elections, says the Ukrainian political analyst Vadim Karasev. According to him, now there seems to be no scenario to resolve the issue for the election, however, if the DNI and LC will hold local elections, it will break the Minsk agreement and untie the hands of the Kiev and its Western partners.
According to the Minsk agreement, local elections were to be held in 2015, along with carrying out in Ukraine of the constitutional reform with the aim of providing individual districts of the Donetsk and Luhansk oblasts special status on an ongoing basis. DNR and LC announced its intention to conduct them, however, already several times postponed the election date.
