The publication refers to data of the Ministry of economy according to which in 2015 the volume of procurement of software by government agencies amounted to 93.9 billion rubles, of which 77% were imported software.
Currently, the punishment for violation of procedure for procurement of goods, works, services for state and municipal purposes are regulated in article 7.30 of the administrative code. In part 2 of this article the punishment for violations during tenders and auctions is punishable by an administrative fine on officials in the amount of 1% of the initial or maximum contract price, but not less than 5 thousand rubles and no more than 30 thousand rubles.
