Attorney General’s office filed Medina list of violations in the Ministry of culture

The result of the inspection, the Prosecutor General revealed serious irregularities in the work of the Ministry of culture and its Directorate for the Central Federal district, “Kommersant” writes. The newspaper has reviewed the submission that was sent to the Minister of culture Vladimir Medinsky, the first Deputy Prosecutor General Alexander Buksman.

The document States that the Ministry has not fully and provides protection from illegal export of cultural values abroad. According to prosecutors, the current practice allows you to take out illegally from the country of valuable art objects, the cost of which in this case is significantly undervalued.

Employees of the Ministry of culture, according to the Prosecutor General’s office, has violated several provisions of regulation on the procedure of import and export of cultural property, approved in 2012 by the Board of the Eurasian economic Commission.

Buksman as an example cited the case of export abroad work owned by the International Confederation of unions of artists (the icau) in 2014. In the said representation that the expert assessment of works, taken by the leadership of the icau, was underestimated by more than 100 times. The painting “Over the snow” experts have estimated in 800 thousand rbl., and its initial price at the auction amounted to £500-700 thousand Picture “In the way” George of Nyssa, sold at Sotheby’s for £470 thousand, was estimated by experts in 500 thousand RUB.

In addition, there were cases, experts have applied on the export of works of art on behalf of the owners. These experts also conducted and examination of these works that “creates the conditions for the preparation of expert reports only in the interests of the applicant”. The lack of control of the Ministry of culture in this region, considered in the Prosecutor’s office, “creates the conditions for the illicit export of cultural property, abuse of experts”, and at the same time contributes to the shortfall in government tax payments.

The Ministry told the newspaper that after receiving the submission of the appropriate measures were taken, the causes of the violations resolved and the perpetrators “is not working in the Ministry,” the newspaper said.
