Lavrov said about the possible Russia’s agreement on arms of the OSCE observers

Russia is ready to compromise and agree to a decision of the OSCE observer group on the demarcation line in the Donbas was granted the right to carry personal weapons. The Minister of foreign Affairs of Russia Sergey Lavrov has declared in interview to the program “Vesti on Saturday” channel “Russia 1”, RIA Novosti reported.

He stressed that this idea causes the rejection of many of the members of the OSCE.

“We said, we will be ready, if it helps the case, to agree to the OSCE decision that this additional group of observers who will monitor the line of demarcation in places of storage of heavy weapons, had the right to carry personal weapons” — Lavrov said.

According to him, it is always possible to find an acceptable ethnic composition of the observer mission. “Here it’s not about that, CIS or not CIS, and that the experience of such events at the OSCE and the United Nations shows that very often unarmed observers to be more secure than in the presence of personal weapons,” — said the Minister.

“We have a compromise ready, the case for the rest of our partners, — said Lavrov. — I said that we would be willing to agree to these additional observers to supply their personal weapons, but it is resisted by very many members of the OSCE.”

The foreign Minister of Russia also said that Russia remains reluctant to place OSCE observers on the Russian-Ukrainian border to recognition of special status of Donbass in the Ukrainian Constitution, Interfax reported. “We never agree,” he said. However, he added that “Ukrainians want it all the time.”

“But they repeatedly explained that while there is no Amnesty, the law on the special status, which really would guarantee additional rights to those territories, until these rights in the framework of the special status enshrined in the Constitution of Ukraine on a permanent basis, it is difficult to count on the fact that Donetsk and Lugansk would agree “in advance” to do what under the Minsk agreements should end a political process and not be a precondition”, — said Lavrov

He also said that the OSCE is discussing the possibility of establishing additional security measures in the Donbass during the elections. According to him, Moscow has also offered to complement the OSCE mission”. “Or rather create a separate group of observers during the election and that together with the people’s militia of Donetsk and Lugansk went to be and watched as security. That’s what he was talking about, and all this, again, fits in with the thoughts that go inside the OSCE”, — said the head of the Russian foreign Ministry.

Vladimir Putin during a “Straight line” on April 14, said he supported Poroshenko’s proposal to increase the number of representatives of OSCE on the contact line, including the armed. “It is suggested that his proposal was to strengthen the OSCE presence, including his proposal to the OSCE staff had weapons on the boundary line, and to achieve full ceasefire,” said he,

The OSCE Secretary General Lamberto Zannier said that the organization allows for sending armed mission to Ukraine, or the issuance of weapons to observers in the Donbass. The President of Ukraine Petro Poroshenko, speaking in Washington, said that he considers necessary to enter in the Donbass armed police mission in the OSCE.
