Faction “Fair Russia” voted for the deprivation of mandates of deputies Ilya Ponomarev and Alexei Mitrofanov. The decision to send the relevant documents to the Commission on the ethics of the faction made at the meeting on Monday.
According to the accepted may 10, the law, the Deputy can be deprived of the mandate for three reasons: if it is within 30 days not involved in plenary meetings, not working on the Committee and also meets with voters in the regions. Both the MP had lost touch with the faction, spoke about the reasons for the decision of the first Deputy Chairman of the faction of a just Russia Mikhail Yemelyanov. According to him, “Fair Russia” organized internal records of attendance of the Duma, and according to him, neither Ponomariov nor Mitrofanov last month was not involved in the work of the committees and the plenary, as well as appearing in their regions.
By law to initiate forfeiture of the mandate may either faction, which is the MP, or his Committee. They send the materials to the Duma Commission on ethics, and she decides whether there are grounds for punishing the MP. The Commission shall issue to the whole Council. The Deputy loses the mandate, by the vote of a majority of the deputies.
The state Duma will consider the question of depriving deputies of their mandates until the end of the session, said the source close to the leadership of the state Duma. For decision the deputies three weeks left, the last plenary meeting will be held on June 24. In September will be the elections of the new Duma.

Ponomarev and Mitrofanov members of the faction “Fair Russia”, but are not members. Ponomarev is a defendant in a criminal case on embezzlement of funds of SKOLKOVO, he is charged with “complicity in embezzlement”. In April 2015, the state Duma deprived of immunity. He also left Russia.
