Federal bailiff service (FSSP) seized €10 million, was awarded to Mikhail Khodorkovsky in 2013, the European court of human rights (ECHR), in the Federal budget on account of debt of Khodorkovsky on Executive production in Russia. In December 2015 the district court in Moscow drew a penalty on money owed to the former owner of Yukos from the Russian Federation on the ECHR decision, and on 3 June 2016, “the equivalent of €10 thousand cash in rubles were transferred by the Ministry of justice of the Russian Federation to the Deposit account of the Department on execution of especially important Executive manufactures of the Federal bailiff service of Russia”, reads the statement of the Federal bailiff service. This amount is distributed and transferred in the repayment of debt of Khodorkovsky to the budget, the report said.
Bailiffs conduct the enforcement proceedings against Mikhail Khodorkovsky and his former business partner Platon Lebedev, trying to recover from them more than 17.5 billion rubles of tax arrears in a civil lawsuit of the Federal tax service. In July 2013 the ECHR found that in the case of Khodorkovsky and Lebedev have been violated several fundamental rights, including the right to respect of property in connection with the recovery of tax arrears, and has awarded Khodorkovsky compensation of moral harm by €10 thousand Claims for compensation of losses of former head of Yukos did not show. Khodorkovsky said that as soon as the Russian authorities will transfer him compensation, he will give it to charity.
“I hope that at least this time money from the Federal budget will not steal, and will send the children, as I wanted to do after the award of compensation for moral damage,” reported Mikhail Khodorkovsky through his representative.

Thus, Khodorkovsky and Lebedev still have about a budget of 17,5 billion roubles, as follows from the message of bailiffs. Meanwhile, the FSSP database is not information on debt neither Khodorkovsky, nor Lebedev. In early 2015, the media reported that the information about the debt of Khodorkovsky disappeared from the database FSSP, then it is tied to a technical glitch.
