The former head of security service of Yukos, Alexei Pichugin, convicted to life imprisonment for a series of murders and assassinations, was refused a pardon. This was reported by his lawyer Ksenia Kostromina.

A petition for clemency Pichugin filed several months ago, says the lawyer. Then her principal in the colony “Black Dolphin” was visited by the head of the Council on human rights Mikhail Fedotov and the Board member Andrei Babushkin. “They recommended to write a petition. The exemption document was signed by the Governor of the Orenburg region Yuri Berg, which is a colony, the lawyer said. The same motives which was the reason for refusal, the document does not contain, says Kostromina.

Under current law, a petition for pardon submitted to the administration of the colony, which sends it to the territorial body of the Ministry of justice not later than 20 days from the date of its submission. That within a week you have to upload the document to the Commission on pardons. She has a month to formulate a conclusion about expediency of pardon to the Governor of the region, and that within 15 days it makes the conclusion of the President, if deemed worthy of the pardon of the convicted person.

Until the lawyer finds it difficult to say whether Pichugin again to seek pardon. “He was unjustly convicted, it was recognized by the European court of human rights. But the Supreme court, contrary to the instructions of the ECHR, refused to send his case to review,” says Kostromina.

On the petition Pichugin mentioned on Thursday, the Committee of Ministers of the Council of Europe. Following a three-day audit of the execution by member States of the Council of the decisions of the ECHR, the Committee released another list of recommendations. One of the points concerned the “information on the case of Pichugin that he submitted to the President for clemency”. From 20 years to life

Pichugin was sentenced in 2005 to 20 years in prison on the case concerning the murder of Tambov businessman Sergey Gorin and his wife Olga, which occurred in November 2002. Later Pichugin had been charged with the murder of the Director of LLC “Trade firm “Phoenix” Valentina Korneeva, two counts of attempted murder, and the murder of Nefteyugansk mayor Vladimir Petukhov, who was gunned down June 26, 1998, the birthday of Mikhail Khodorkovsky. In 2006, Pichugin was sentenced to 24 years in prison, but on representation of the Prosecutor General, the Supreme court returned the case for reconsideration. In 2007, the Moscow city court sentenced Pichugin to life imprisonment.

In 2008, the court found ordered the attacks on Petukhov former co-owner of Yukos Leonid Nevzlin, who moved at that time in Israel. Nevzlin was sentenced in absentia to life imprisonment.

30 June 2015 representative of the Investigative Committee Vladimir Markin announced the resumption of the investigation into the murder of Petukhov. “The role of the customer of murder and other particularly serious crimes could be directly the head of Yukos, Mikhail Khodorkovsky. At the end of 2015, Khodorkovsky was charged in absentia charged in this case. Russian law enforcement agencies are seeking from Interpol to the former head of the oil company was declared internationally wanted. The Interpol has so far rejected any demands of Moscow.
