The state Duma adopted in the second and third readings of “anti-terrorism package” MP Irina Yarovaya and Senator Viktor Ozerov. The Parliament split: for amendments to the legislation voted by 287 deputies, against — 147, one abstained. It was opposed by CPRF and the LDPR. Similarly, I voted for the second part of the package of amendments to the criminal code: “for” — 277 deputies, against -148.

The bill toughens penalties in most “extremist” articles, reduces the age of criminal responsibility for terrorism, and introduces a number of new restrictions, including a ban on missionary activities in the premises. The first version of the bill suggested such a procedure as a deprivation of citizenship for terrorism offences, taking of hostages and violent seizure of power. it contained a ban on leaving the country in the case of the citizen official caution about inadmissibility of the actions creating conditions for Commission of terrorist crimes. The package was developed with the participation of the security Council, told the interlocutors of the Committee on security.

The second reading of the security Committee on Monday removed the rules prohibiting exit in case of an official warning, but expanded list of grounds for deprivation of citizenship and include such items as work in government of other States and work in foreign NGOs.

The second reading was planned for Wednesday, but suddenly, the deputies moved it to Friday, and on Thursday unexpectedly removed from the project all the rules on deprivation of citizenship and the exit.

Why deputies my mind

Deputy Chairman of the security Committee, Ernest Valeyev explained hastily processing resonant “anti-terrorism package,” the Deputy Irina Spring. “It was finding the right solution,” — said Valeev. On a direct question why on Monday, the Committee approved the denationalization of Russians and restrictions on emigration, and on Friday they abandoned these standards, Valeev said: “the Rules are violated, the bills could be further elaborated up to their consideration in plenary meeting, it is common practice”.

To the question , did the decision to change the package public outcry, Valeev did not answer clearly, saying that “in society there are different views”. Under the society I mean the people and power structures, different views of Duma factions. We proceeded from the desire to do better,” — said the Deputy.

Helper Spring Maria Chekaldina asked to comment on the refusal to deprive of citizenship and to limit the travel said that will give the MP issues, but that is unlikely to comment on it.

Easing on extremism will not be

During the discussion of the package of amendments the Duma has rejected several proposals of the deputies to mitigate the bills. The Deputy head of the LDPR faction Alexei Didenko has proposed to exclude from the bill toughening punishment for extremist articles of the criminal code (article 282). The LDPR faction in General in favor of the abolition of these articles. “Last year more than 500 people were sentenced under article 282, and none of them was a terrorist. Basically it is the individuals who have made some kind of statement, repost in social networks. Among them are representatives of youth, which differ in radical views. But a deep conviction of the LDPR faction, because of this from a young age it is impossible to break a man’s life,” explained Didenko. But the Duma rejected the offer.

Gudkov has suggested to exclude from the package the new composition of the crime — promoting extremist activities. He gave several examples of how criminal charges of extremism were excited for the publication of images in social networks. “What is promoting extremism? The taxi driver who’ll take the girl that posted a picture of “Vkontakte”? I suggest you cancel it and not to shame already,” — said Gudkov. The Duma rejected his offer.

The opposition MP also proposed to cancel the “cannibalistic norm” on the reduction of offensive responsibility on a number of articles of the criminal code to 14 years. “For not informing about a crime we are asked to put children from 14 years, for participation in mass riots, although under the riots can be understood as anything. The psyche of the child at this age has not been formed, it will tell you any psychologists. The child needs rehabilitation, not a prison. From there he will come out ready criminal”, — asked Gudkov. “The level of psycho-physical development of the adolescent at this age allows to realize the social danger presented by these offences and liability for committing them. The Committee discussed this issue with the experts,” retorted the shaft. The Duma rejected the proposal Gudkov.
