Battle for Moscow: in some districts in the elections of the state Duma is expected to competition

Main city of the country, as shown by the election of mayor 2013, electoral heterogeneous. In General, Moscow took second place opposition leader Alexei Navalny with a score of 27.24%. Sergei Sobyanin ran as an independent candidate and not from the “United Russia”, took 51.37% of the vote. But in one of the districts Navalny, Sobyanin won, and in some areas the results of the candidates were close. Southeast and sleeping outlying areas traditionally vote for Pro-government candidates. But in the Central and North-Western areas of attitude more protest.

The differences in the voting that surfaced in the mayoral election in single-mandate districts can further escalate, says the analyst Abbas Gallyamov. “Then there were only two enemy — Sobyanin and Navalny, and now more players in each district. In addition, the Muscovites closer to the heart perceive it, the Federal agenda,” says the expert.

The special situation in Moscow were used in the preparation of the lists of candidates in single-mandate constituencies and the parliamentary opposition, and representatives of small parties of liberal orientation. As a result, more than half of the districts, according to the composition of applicants for places in Parliament, is expected to more or less fierce competition.

Site of intense struggle

In Tushino the constituency may be one of the toughest campaigns in Moscow in the September elections of the state Duma. It will meet the last of the outgoing Deputy convocation, actively supported the protests for fair elections 2011-2012 Dmitry Gudkov (running from the “Apple”), former chief sanitary doctor of Russia Gennady Onishchenko (“United Russia”), former Deputy speaker of the state Duma Sergey Baburin (Communist party) and the head of the municipal district in Moscow Taganskaya Ilya Sviridov (“Fair Russia”).

This district includes areas North-West of Moscow. As shown by the elections of mayor in 2013, the vast majority of these districts the candidate of the government staff Sergei Sobyanin received less than 50%.

As told by the interlocutors , because of the increased media attention to the Tushinskiy district areas there will install electronic boxes and video cameras.

In the Lublin constituency will face a state Duma Deputy from Moscow the Deputy Chairman of the Communist party Valery Rashkin, known as a consistent opponent of the city authorities (opposed to town planning and transport policy), and TV presenter “the First channel”, the great-grandson of Leo Tolstoy, Peter Tolstoy, candidates from the “United Russia”. In February of this year, Tolstoy was elected to the Supreme Council of “United Russia”. He became one of the non-party public men, in which the ruling party has decided to bet because not too high popularity in Moscow, told the interlocutors.

A sharp struggle for the victory in Kuntsevo constituency can be deployed between two influential representatives of the party system, a state Duma Deputy Vyacheslav Lysakov of United Russia and Deputy Chairman of the LDPR faction in the state Duma, Chairman of the Committee on public organizations Yaroslav Nilavum. Both the MP — fighters for the rights of car owners, oppose the transport policy of the municipality.

In 2015 Lysakov became co-Chairman of the Moscow headquarters of the onf. His appointment was preceded by the worsening of relations between the front and the Metropolitan municipality.

Candidates from the ruling party approved by the Kremlin, so the differences Lysakova with Sobyanin role will not play, says Gallyamov. “It’s a Federal election, so the priority here belongs to the Kremlin. And the campaign staff at city hall will work on all of the endorsed candidates, without distinction”, — said the expert.

Areas of competition

In Babushkinsky district competition to the non-party candidate from United Russia, the President of the Academy of state fire service of EMERCOM Ivan Teterin will be ex-Chairman of the party “Yabloko” Sergei Mitrokhin.

Colonel-General Teterin — confidant of Vladimir Putin. Recently, he began to appear frequently on the TV channel “Moscow 24”, owned by the Moscow city hall. The scenes with his participation began to appear, beginning in may, 2016 (22 may were primaries “United Russia”). Teterin won primaries in his district with a score of 45.5%.

Mitrokhin headed the Moscow branch “the Apple” and included in the political parties. He was a Deputy of the state Duma of three convocations from 1993 to 2003 and a Moscow city Duma Deputy from 2005 to 2009. Then “the Apple” and Union of right forces failed to form a unified list on the basis of “Apple”, the result of which deputies were two “Yabloko” and one member of the SPS.

Also in Babushkinsky district intends to run from PARNASSUS ally of Alexei Navalny, head of the Moscow branch of the unregistered Party of progress Nikolai Laskin. He became one of the defendants in the case of purses in “Yandex” when the Investigative Committee found fraud in transferring money Navalny supporters on his campaign.

In Medvedevskom district from the “United Russia” nominated official in the Moscow mayor’s office Tatiana Barsukova. The Deputy head of the Moscow Department of social protection was in the primaries as the independent candidate and won with a score of 62,57%. Barsukov appeared in stories related to the tragedy in children’s camp in Karelia, which killed 14 children. It was signed on behalf of the Moscow Department contract with the “Park hotel “Syamozero”. This drew the attention of the member of the Public chamber Georgy Fedorov, who said that violations of the procurement could be one of the causes of the tragedy.

With Barsukova will fight well-known human rights activist Andrei Babushkin, member of Yabloko since 1999. Grandma — municipal Deputy at the estate since 2008 (re-elected in 2012). He heads the public organization “Committee for civil rights and part of the presidential Council on human rights. In the elections to the Moscow city Duma in 2001 and grandma’s in the same area took the second place with a score of 26,87%.

In Novomoskovsk district will be a battle between the Senator from Moscow region Dmitry Sablin, the Deputy-Eser Alexander Tarnavskiy. Sablin took the Deputy chair of the state Duma from 2003 to 2013, then moved to the upper house of Parliament. The leader of the movement “Antimaydan” and the first Deputy Chairman of the public organization of veterans “Combat brotherhood”, Sablin since 2008 included in the General Council of “United Russia”. In the primaries in his district, he received 66,78% of the vote.

Tarnavskiy is part of the Central Council of “Fair Russia” and is listed in the personnel reserve of the President. He was one of the authors of the resonant law on undesirable organizations.

The competition may be ex-mayor of Troitsk, master of game “What? Where? When?” Victor Sydney, coming from the Party of growth. He headed the Moscow city two terms, and in 2011, ahead of schedule resigned of the mayor in connection with the accession of Troitsk to Moscow. However, Novomoskovskiy district is one of the most loyal party of power. On elections of the mayor of Moscow in 2013, Sobyanin got there in different areas from 60 to 69%.

Competitive the district will be Preobrazhenskiy district of Moscow. In this fight for the mandate of United Russia will be a multi-millionaire Anton Zharkov and Anatoly Wasserman, who is a candidate from “Fair Russia”.

In 2011, Zharkov was elected to the state Duma from “United Russia”. In 2015 he earned 103 million rubles, follows from its Declaration. In the primaries he won with a score of 49,47%.

Journalist and political consultant Anatoly Wasserman has become known for its participation in a TV game show and eccentric statements. In particular, in one interview he called himself a Stalinist, talked about the success of the leadership of the USSR during the collectivization and industrialization, expressed the opinion that Ukraine will become part of Russia until 2020.

The County with the clear favorites

In the Leningrad constituency dominant candidate — the Chairman of the Duma Committee on housing, member of the Presidium of the Central Council of the party “Fair Russia” Galina Khovanskaya. “United Russia” in the district the candidate is not exposed to “liberate” it for Khovanskaya, told the interlocutors. She went into a list of key representatives of the party, which has spread cross-party agreement with United Russia”, CPRF and LDPR.

Khovanskaya has won in the Leningrad district of Moscow. 1997-2007 Khovanskaya was “Apple” and it was from him izbrisati to the state Duma in 2003 on the Leningrad district, winning with a score of 30.2 per cent. Khovanskaya has come to be known as a specialist in the field of housing and the consumer defender of the rights of Russians. In recent times actively campaigned against the new increase in tariffs for housing and communal services and contributions for the overhaul.

From the Party of growth here there is Andrey Nechaev. He was Minister of economy in 1992-1993, in the years 1999-2008 was one of the leaders of “Union of right forces, then was a member of the “Right things”, since 2013 the leader of the party “Civil initiative”.

The obvious leader in the Central one-mandatory district — United Russia, the Chairman of the Duma Committee on financial markets Nikolay Gonchar. In 1991-1993 he was Chairman of the city Council, the state Duma he is a veteran — first elected in 1996.

The competition he may be a former Professor of MGIMO Andrei Zubov dismissed from the Institute due to public statements on the policy of Russia towards Ukraine and Crimea. Also in the capital center extends the member of the Supreme Council of LDPR, the Deputy of the state Duma Mikhail Degtyarev, who ran in 2013 for mayor of Moscow. Then Degtyarev has typed 2,86% of the votes of Muscovites.

In Cheryomushki single-member district “United Russia” has put forward a pediatric surgeon, head of the Department of pediatric surgery of the First Moscow medical University named after I. M. Sechenov, Dmitry Morozov. On elections of the mayor of Moscow in 2013 the Gagarinskiy district included in the district, was the only one in the capital, where it was won not by Sobyanin and Navalny.

Morozov took third place in the primaries in Moscow (20.3 per cent). In the final Sunday program “Vremya” on channel one on 3 July, frost was mentioned along with such people as the speaker of the state Duma Sergey Naryshkin, Chairman of the security Committee Irina Yarovaya, Deputy Iosif Kobzon. In Newspapers in the districts included in the Cheryomushki district, began to receive the same type of publication of Morozov, his achievements and plans to participate in elections.

To compete in the district with Morozov will be the Secretary of the Moscow gorkom of the Communist party, state Duma Deputy Vladimir Rodin. From PARNASSUS here there is the municipal Deputy district of zyuzino Konstantin Jankauskas, one of the famous supporters of Navalny.

The party of growth put forward in the Cheryomushki district Sergey Stankevich, the former Deputy Chairman of the Moscow city Council, who led the dismantling of the monument to Felix Dzerzhinsky on Lubyanka square in Moscow, and the eviction of the apparatus of the CPSU Central Committee from the building on Old square.

Out of competition

In five districts of Moscow candidates from “United Russia” will not face serious opponents. Against them are not moved nor influential politicians from other major parties, no known opposition.

“Any normal strategist looks first electoral history. It is therefore natural that the opposition understand, where there is more administrative resources — mostly in the South of Moscow — and there is none,” explains Gallyamov.

Indeed, without strong competitors go to the polls, the representatives of the ruling party in South Nagatinskaya, Chertanovskaya and Orekhovo-Borisov districts.

In Chertanovskaya district will run the acting Deputy of the state Duma from “United Russia” Anatoly Vyborny. In the primaries of “United Russia” he has got 49,38%. In 2013, the election of the mayor Sobyanin in this County voted more than 50%.

In Nagatinsky district will run for the Deputy Elena Panina. She was elected to the state Duma in the second, fourth, fifth and sixth convocations. In Orehovo-Borisovsky district from the “United Russia” nominated member of the Central headquarters of the popular front Lyubov Dukhanina, who scored in the primaries of 77.46% of the vote.

Not expected to be bright opponents and the Vice-speaker of the state Duma, Deputy Secretary General Council of United Russia Sergei Zheleznyak in Perovsky district, frequent guest on television and debates on the national channels (in the primaries got 73,94%), and in Khovrino at the Deputy Irina White. She was Secretary of the Moscow city regional branch of “United Russia” from 2012 to 2013.

The structure of the electorate in Moscow in recent years has not fundamentally changed, says political analyst Igor Bunin. Now, however, the ratio of protest and loyal electorate fundamentally different. If the mayoral election was about a million people voting against the government, now these people will be 400-600 thousand, he said. “The protest activity declined as the opposition-minded Muscovites experiencing severe psychological pressure,” he explained. Therefore, the vote for Yabloko and PARNAS will be much less than three years ago on elections of the mayor, concluded the expert.
