First Deputy head of the presidential administration Vyacheslav Volodin, who oversees domestic political block of the Kremlin, has formulated five basic principles of conducting election campaigns, which, in his opinion, should guide the participants in the election. He told them about the heads of municipal formations of the Moscow region, met at the corporate University of Sberbank. He Volodin is also involved in the elections — he headed one of the territorial groups of the “United Russia” on state Duma elections (held 18 September).
According to him, the first principle is the decriminalization of elections and the inadmissibility of political corruption. “Attempts to manipulate the law, “right to spoil”, vitiate the meaning of the procedures and institutions to buy the government — is unacceptable,” the official said. These words he reinforced the statement of Aristotle, who called the current: “the Buying power of the money used to and then benefit from it”.
The second principle is that the legitimacy of institutions, said Volodin. “Nobody wants election campaign, which is either not regulated, or is based on manipulative techniques, which distorts the objectivity of the will of citizens and undermines confidence,” he said.
The third principle — transparent and not subject to situational adjustments of the democratic procedure. Fourth, the credibility of the election results, the official said. “It is more important than the percentage winning candidate or party. Better to let the advantage will be minimal, but the credibility of the elections absolute than Vice versa,” he said.
Talking about ways of achieving victory, Volodin criticized political technologies. “Ensuring a result through the use of political technologies and administrative resources, unwillingness to learn the rules of public policy — that creates a breeding ground for discrediting the electoral system,” said the official.
The fifth principle of equal conditions for political competition. “The winner is the one who effectively, who understands better the interests of the people, hears their requests,” he called Volodin. However, he again criticized political strategies. “The election campaign should not become a struggle of political technologies, administrative resources and money, and has to be a competition of ideas, programs, projects and proposed solutions that will lead to improving the lives of people,” he said.
Earlier Volodin in his public speeches, talked about the three policy principles of competitiveness, openness and legitimacy. Campaign on 18 September, when elections for the state Duma, heads of the nine regions and 39 of the legislative Assembly, will be the largest for the last time. “So I tried to formulate the fundamental principles of conducting election campaigns”, he concluded.
