As reported on the official Internet portal of legal information, the State Duma proposed to make the ratification of the agreement on the deployment of the aviation group of the Russian Armed forces on the territory of Syria, signed at Damascus on 26 August 2015.
The text of this agreement was published on 14 January, three months after the start of operations of Military space forces of Russia. It talked about the deployment of Russian air group for an indefinite period and free of charge at the aerodrome of Hamim in the province of Latakia.
The government did not explain why the decision to send the document for ratification was taken just 11 months after its signature.
In mid-January, the newspaper “Vedomosti” explained that the law on international treaties to ratify the Russian-Syrian agreement on the basis Hamim is optional because it does not affect issues of peace and security and is not a Treaty of military Alliance.
Russia’s military operation in Syria began a month after the signing of the agreement in Damascus. For its time the government army, backed by Russian aircraft managed to dislodge the extremists from almost all areas of the province of Latakia, take a PAL and come close to Aleppo.
